Companies with B-BBEE status are able to claim preference points, and bidders must have the capacity to deliver the bulk of the work in-house, as subcontracting the entire scope will result in disqualification. Smaller MSMEs may not be suitable as lead bidders unless they can demonstrate the required capacity and financial standing, but they may be considered as partners or subcontractors within a compliant bid.
