Professional civil engineering services for planning, design, and full-time construction monitoring of a ±24 km gravel road and river crossing (culvert or single-carriage bridge) on Rust de Winter State Land Farms, Gauteng. Estimated construction cost is R42.2 million excluding VAT; bidders must be ECSA-registered and meet compulsory site briefing requirements.
The Gauteng Provincial Shared Service Centre of the Department of Land Reform and Rural Development is inviting proposals from suitably qualified civil engineering firms to provide professional services for the planning, design, and construction monitoring of a approximately 24-kilometre gravel road and river crossing on the Rust de Winter Old State Land Farms, within the City of Tshwane Metropolitan Municipality. The road links farming beneficiaries to the R567 and R568 and will pass through the Enkeldoringspruit, where a new bridge is already under construction. The existing gravel road has deteriorated severely, limiting farm access. The estimated construction cost is R42,233,945.34 excluding VAT, with an allowable construction budget of R8,061,635.62 inclusive of VAT, and a planned construction duration of 18 months.
The appointed Service Provider will assess the site, recommend the most suitable design, and produce detailed designs, specifications, bills of quantities, and tender documentation. Further responsibilities include assisting the Department with procuring a construction contractor, coordinating and managing that contractor, and delivering full-time Level 2 construction monitoring on site. Additional services include a detailed topographical survey by a Registered Professional Land Surveyor, comprehensive geotechnical investigations, EIA and Environmental Management Plan under NEMA, a Water Use Licence application under the National Water Act, monthly Independent Environmental Control Officer monitoring, and Occupational Health and Safety Act compliance services. Bi-weekly progress reporting and monthly reports are required, and all designs must use locally manufactured materials where feasible.
Eligibility requires a civil engineering business under the full-time supervision of registered professional engineers or technologists (ECSA), with certified registration documents, a professional indemnity cover of at least R5 million, a valid Tax Compliance Status or PIN, and a compulsory clarification meeting attendance on 5 November 2026 at the Arcadia office. Evaluation uses an 80/20 price and preference model, with a minimum of 70 out of 100 functionality points required. Scoring considers relevant road-project experience, the design engineer's registration and experience, and the resident engineer's qualifications and supervision experience. Tenders close on 17 November 2026 at 11:00, and the tender validity period is 120 days. This opportunity offers consultancies a significant public-sector road infrastructure project that advances rural development and farm access in Gauteng.
Registered civil engineering consultancies with ECSA-registered Professional Engineers or Engineering Technologists, experience in rural road design and construction supervision, and a professional indemnity cover of at least R5 million. Joint ventures and consortia are welcome if all members meet the requirements. Businesses should also have a Gauteng physical presence to qualify for locality points, and qualifying EME or QSE firms owned by women, youth, persons with disabilities, or historically disadvantaged individuals may claim preference points. Firms should be able to attend the compulsory site briefing on 5 November 2026.
