Detailed Description

Airports Company South Africa (ACSA) is seeking a qualified contractor to provide general building maintenance services at O.R. Tambo International Airport for a period of four months, under an NEC3 Term Service Contract (Option A, priced contract with price list). The service is delivered on a call-out basis, and the contractor must respond to work as and when required. Scope includes maintenance of the terminal buildings, parking areas, airside, cargo and freight buildings, and the IMCC, among other locations. The priced Activity Schedule covers trades such as bricklaying and masonry, plastering and screeds, tiling, floor coverings, carpentry and joinery, suspended and nailed-up ceilings, partitioning, ironmongery, steel and stainless steel barriers, painting, waterproofing, shade-net maintenance, ceiling cleaning, and bollards. Pricing is structured as lump-sum activities, schedule of rates, unscheduled labour rates and callout fees, plus a provisional amount for building materials and spares. Each bid is assessed through a responsiveness test, mandatory criteria and a functionality evaluation (60 points for key personnel experience and qualifications and 40 points for company references, with a 75-point minimum), followed by price and specific-goals scoring on an 80/20 split.

The contractor must meet demanding service levels. Working-hours calls must be responded to within 120 minutes and after-hours calls within 180 minutes, measured from logging to technician arrival. Painting and waterproofing jobs must be completed within 48 hours, and general building jobs within 36 hours. Two handymen must be on site from 07:00 to 17:00 on weekdays, with the remaining team on 24-hour, 365-day standby. Work must be scheduled around airport operations, which run from 04:00 to 24:00 daily. The airport is a National Key Point, so the contractor must comply with ACSA security, permit (airside vehicle, personal, hot works), OHS Act, environmental and safety requirements, and must provide a 3-month defect-free guarantee on repairs. Subcontracting requires written ACSA approval. Bidders must also supply a start-up proposal, a resource and shift-roster proposal, and a project plan. Submission is by email only to ACSARfq@airports.co.za, with the closing date and time stated in the tender data as 26 October 2026 at 12:00. Note that the listing's title and metadata refer to plumbing services, and its closing date differs from the date on the bid documents. The bid documents also describe the duration as four months in the tender data but six months in parts of the service information and cover page, so bidders should verify these details with the buyer before pricing.

For contractors, this tender offers a sizeable, recurring-style opportunity to work within a major national infrastructure facility, with a provisional spares allowance of R700,000 and a structured, staged payment process (payment within 15 days of a valid tax invoice). It also offers the chance to build a track record on airport work, which can strengthen future bids. However, the requirements are demanding: CIDB registration at 4GB or higher, certified key personnel with relevant qualifications, strong references, B-BBEE and tax compliance, a valid COIDA letter of good standing, and proof of insurance on award. Prices are required to be fixed for the contract period, which bidders should weigh against inflation risk, noting that the Contract Data also refers to CPI price adjustment on the contract anniversary.

Suitable Businesses

Registered building and maintenance contractors holding a CIDB grading of 4GB or higher, with multi-trade capability (masonry, plastering, tiling, carpentry, ceilings, painting, waterproofing, welding and steel work) and the ability to mobilise a standby team 24/7 for airport call-outs. Applicants should have a site manager with an NQF Level 6 built-environment diploma, certified artisans, COIDA good standing, a valid SARS tax PIN, CSD registration, and B-BBEE credentials. Experienced airport or secure-facility contractors will be best placed. Plumbing-specialist firms should confirm whether they can meet the full general building scope or would need to partner with an approved main contractor, since subcontracting requires ACSA's written approval.
