Supply and delivery of perway track tools and equipment for the Roads and Perway department at the Port of Cape Town, including thermite welding sets, hydraulic tampers, and rail grinding machines. Closes 12 November 2026.
Transnet National Ports Authority (TNPA), part of Transnet SOC Ltd, has issued a Request for Quotation (RFQ) for the supply and delivery of new track (perway) tools and equipment for its Roads and Perway department at the Port of Cape Town. The Port's maintenance teams require specialised rail and track equipment to keep port infrastructure serviceable. The requirement covers six line items: a hydraulic power pack with dies (2 units), pulling rollers with a 1,000 kg load capacity (8 units), a complete thermite rail welding set with accessories (2 units), a hydraulic tamper that can tamp, cut asphalt, and break concrete (2 units), a 30 m heavy-duty extension cord on a metal reel (2 units), and a frog and switch point grinding machine for 1,435 mm and 1,067 mm gauge track (2 units). Full technical specifications are set out in Annexure A, and the Annexure B price schedule lists the quantities to be priced.
Bidders must price every line item in the Transnet Supplier Portal. Paper pricing schedules will not be accepted, and any unpriced item will lead to disqualification. Pricing must be in South African Rand and inclusive of VAT, and all delivery costs must be absorbed into the quoted rates. Delivery must be made to the site specified in the order, at least one day after the order is placed, using the contractor's own resources. Successful bidders must supply the associated quality documentation with each order, including tool and equipment certificates, guarantee and warranty cards, and delivery notes and invoices. Invoices must be submitted by the 20th of each month for payment after 30 days. Bidders must also comply with the Occupational Health and Safety Act, Transnet safety rules, and the environmental requirements of the Port, including NEMA and the National Water Act. Compulsory induction and access permits for the Port apply.
Evaluation uses the 80/20 preference point system, with 80 points for price and 20 points for B-BBEE status level and specific goals. Mandatory returnable documents include the SBD forms, a SARS Tax Compliance PIN, a Central Supplier Database (CSD) number, a Letter of Good Standing from COIDA, and valid liability insurance. Bids must remain valid for 60 business days from the closing date, and the closing time is 16:00 on 12 November 2026. Submissions should be made well before the deadline. Note that the documents reference two RFQ numbers (TNPA/2026/03/0349/2207/RFQ and TNPA/2026/06/1181/6620/RFQ) and describe the requirement both as a once-off purchase and as a rate-based supply-order contract. Bidders should confirm the reference number and contract structure with the designated contact before submitting a bid.
This tender suits suppliers and distributors of industrial, rail, or heavy maintenance equipment, including hydraulic tools, welding equipment, and rail track machinery, as well as authorised dealers or OEM resellers. Businesses must be able to supply and deliver to the Cape Town port within a day of order, and must be registered on the CSD with a valid SARS tax compliance PIN, COIDA good standing, and liability insurance. Enterprises with B-BBEE credentials, EMEs, and QSEs can claim preference points, and Western Cape-based suppliers are well placed given the delivery requirements. Service-only companies, or businesses unable to supply the specified equipment, should not apply.
