Overview

Summary

Eskom requires a supplier for a 5-year contract to supply and deliver fire detection spares, including detectors, call points, control modules, power supplies and filters, on an as-required basis. Suppliers must transport spares to the power station stores and meet Eskom's OHS, quality and pricing requirements.

Detailed Description

Eskom Holdings SOC Ltd has issued tender E2845GXMPKENR for the supply and delivery of fire detection spares for its Kendal Power Station over a five-year period. Fire detection and protection systems are classified as Level 1 safety systems that protect life and property against fire hazards. The contract is governed by the NEC3 Supply Contract and covers the procurement of replacement components for the station's existing fire detection installations, which include Aritech and Techno-switch equipment. The Price Schedule lists 24 items, including pressure gauges and pressure switches, heat and optical detector sensors, intrinsically safe heat detectors, galvanic barriers, protocol translators, linear heat modules, switch and zone monitors, I/O modules, loop drivers, surge arrestors, power supply units, addressable and weatherproof manual call points, supervisory switches, break glass units, detector bases, isolators, dual-stage filters and related cards and chargers. Expected quantities are indicated for each item, and pricing is submitted as unit rates multiplied by quantities or as lump sums.

The successful supplier must supply spares as and when required, transport them to the Kendal Power Station stores using its own vehicle, and comply with all applicable fire detection legislation, codes of practice and standards. Supporting documents also reference Eskom's SHE (safety, health and environment) specification for fire detection and gas suppression systems, which requires contractors to follow Eskom OHS requirements, provide a SHE plan, hold a valid COIDA letter of good standing and maintain statutory appointments. Quality requirements are set out in Eskom's supplier quality documentation, which asks for ISO 9001 quality management evidence, a draft Contract Quality Plan and Quality Control Plans or Inspection and Test Plans. Bidders must also complete the Form A quality acknowledgement, a baseline OHS risk assessment, a costing for health and safety, and the standard tender returnables, including SBD forms, integrity declarations and tax compliance documents.

For commercial terms, payment is due within 30 days, or 60 days for contracts valued at R50 million and above. Delay damages apply at 0.5% per day, capped at 5%, and the defect correction period is four weeks. Because the contract runs longer than 12 months, a Contract Price Adjustment formula may be proposed from year two, with a fixed portion of at least 15%. Designated-sector local content requirements under SBD 6.2 may apply, and bidders must complete the reverse e-auction training acknowledgement. The benefit to suppliers is a long-term, recurring revenue stream from a major state-owned utility, with predictable demand for critical safety components.

Suitable Businesses

Suppliers of fire detection and alarm components, including authorised distributors or OEM-approved resellers of Aritech, Techno-switch or equivalent systems. Industrial electrical and instrumentation suppliers with experience in power generation, and ISO 9001-certified manufacturers or distributors able to provide quality documentation and inspection plans. Businesses should have a logistics capability to deliver to a remote site and maintain stock for as-required orders, and should be able to meet Eskom's OHS, B-BBEE and local content requirements. Companies that can provide SAQCC-registered technicians or OEM-trained personnel for related maintenance may also find this opportunity relevant.
