Detailed Description

Agrément South Africa (ASA), a Schedule 3A public entity that provides fitness-for-purpose assurance for non-standard construction-related products and systems, is seeking proposals from a reputable, independent audit firm to serve as its external auditor for a three-year period. The appointed auditor will provide an independent audit opinion on ASA's accounts, annual financial statements, annual performance report and annual financial reports. The assignment must comply with the Public Audit Act, 2004 (Act No. 25 of 2004), the Public Finance Management Act, 1999 (Act No. 29 of 1999), National Treasury Regulations, International Standards on Auditing (ISA), and any requirements set by the Auditor-General of South Africa (AGSA). ASA is classified as a small audit entity under AGSA guidelines. The scope includes interim audit work to reduce post-year-end timelines, reporting on predetermined objectives, financial management, general controls, information systems audit and compliance with laws and regulations. The auditor is also required to prepare an audit strategy and planning memorandum with a detailed budget for Board approval, communicate findings to management, deliver a final report with management responses to the Audit and Risk Committee, review the annual report before publication, attend Audit and Risk Committee meetings, and review and opine on the National Treasury financial statements template by 31 July each year. The contract term is three years, subject to annual re-appointment and an annual performance review. Estimated effort is approximately 1,200 hours per annum, and the fee must be a fixed price for the full three-year period, inclusive of VAT and disbursements, with a breakdown of anticipated out-of-pocket expenses.

Mandatory requirements include CSD registration, a tax-compliant status, completed and signed SBD 4 and SBD 6.1 forms, company registration documents, signed General Conditions of Contract, evidence of IRBA registration for the firm and for at least two Registered Auditor partners, the latest satisfactory IRBA firm-level or engagement-level inspection outcomes from the last three years (or confirmation that no inspection has been conducted), a signed independence statement (Annexure A), and the latest audited or independently reviewed annual financial statements, not older than 18 months. The proposed team must include two Registered Auditor partners (one acting as quality reviewer), each with at least 10 years' experience; a Senior or Audit Manager registered as a CA(SA) with at least five years' experience; an IT Audit Manager registered with CISA with at least five years' experience; and at least three trainee accountants with an accounting degree or equivalent. Firms must also have a quality control system compliant with ISQC 1 and must not be over-reliant on ASA fees, with ASA audit fees not exceeding 15% of the firm's total revenue. Firms with board members, management or staff of ASA as partners or part-owners are ineligible, and the auditor may not subcontract the engagement.

Evaluation is in two phases. In Phase 1, proposals are scored on functionality out of 100, covering at least three contactable client reference letters for similar public-sector audit work within the past five years (40 points), the experience, IRBA registration and qualifications of the engagement partners and team (30 points), and fee reliance on ASA (30 points). A minimum of 75% is required to proceed. In Phase 2, the 80/20 preference point system applies, with 80 points for price and 20 points for specific goals: SMME status, and majority ownership by Black women, Black youth or persons with disabilities (5 points each). Submissions must be emailed to procurement@agrement.co.za with the RFP number ASA 03/2026 as the subject, by 12:00 on 24 November 2026. Written enquiries close on 17 November 2026, with responses published on 19 November 2026. Proposals must remain valid for 150 days from the closing date. ASA reserves the right not to accept the lowest bid, to cancel the process, or to appoint no provider. Successful bidders will be appointed subject to a Service Level Agreement and AGSA conformance.

Suitable Businesses

This tender is suited to IRBA-registered audit firms with at least two Registered Auditor partners, public-sector audit experience and the capacity to supply a team that includes a CA(SA) audit manager, a CISA-registered IT audit manager and at least three trainee accountants. Firms must be CSD-registered, tax compliant, free of conflicts of interest with ASA, and able to meet the 15% fee-reliance threshold. Smaller firms that do not meet the partner or team requirements may qualify through a joint venture with a formal signed agreement.
