Open Closing: 13 Nov 2026 at 15:00 Published: 19 Oct 2026

Overview

Summary

Design, supply, delivery, installation, testing and commissioning of a 500 kVA backup/standby generator with automatic changeover switch at Transnet's Durban Main Centre, for a six-month period. CIDB grading and a compulsory site briefing are required.

Detailed Description

Transnet SOC Ltd, through its Engineering operating division, has issued a Request for Proposal for the complete replacement of the backup generator at its Durban Main Centre. The scope covers the design, supply, delivery, installation, testing and commissioning of a 500 kVA backup/standby generator set with an automatic changeover switch (ATS). The works are to be carried out under an NEC3 Engineering and Construction Contract (ECC), and the contract period is stated as six months. The tender is a request for proposal, so bidders are scored on technical, personnel and programme criteria as well as price, with preference points applied in line with the Preferential Procurement Regulations.

The technical scope is detailed and places particular emphasis on site conditions and integration. The contractor must submit a project-specific method statement covering design and approvals, procurement, coastal corrosion protection, verification of existing foundations, ATS and low-voltage (LV) modifications, installation, fuel and fire systems, safety, testing, commissioning, documentation, training, snag closure and handover. A detailed, resource-loaded project programme is also required, covering design, procurement, delivery lead time, ATS and LV works, testing, documentation, training and handover. Key personnel are evaluated, including an installation electrician with generator, ATS, switchgear, LV, cabling and testing experience, and a health and safety officer with construction and electrical safety competence. Bidders must hold a valid CIDB grading designation and attend the compulsory site briefing. Tender documents also require insurance cover, a Supplier Declaration Form, and completion of standard compliance schedules, including the Integrity Pact, Supplier Code of Conduct, a Non-Disclosure Agreement and the Annex G enterprise questionnaire.

For the successful contractor, the opportunity offers a substantial electrical and mechanical installation contract with a major state-owned enterprise, with evaluation weighted toward demonstrated experience and delivery credibility. Prospective bidders should note that the tender reference numbers differ between the listing (TE/2026/09/3805/11413/RFP) and the RFP document (TE/2026/08/3289/9834/RFP), so bidders should confirm the correct reference with the buyer before submitting. Submissions are made electronically through the Transnet e-Tender Submission Portal, with uploads of up to 30 MB each. Tenderers are advised to upload at least one day before the closing date of 13 November 2026 at 15:00, and tender validity is 12 weeks from the closing date.

Suitable Businesses

Best suited to CIDB-registered electrical or mechanical-electrical contractors with proven experience in standby generator installation, ATS and LV works, and commissioning, particularly on industrial or coastal sites. Companies based in or able to mobilise to KwaZulu-Natal (Durban) should be considered, as should generator original equipment manufacturers or authorised distributors partnering with a registered installation contractor. Joint ventures are permitted, provided the required JV agreement and power of attorney are submitted. Businesses must be able to meet the compulsory site briefing and clarification meeting requirements, provide key personnel with verifiable experience, and submit the full set of Transnet compliance and BBBEE documentation. Exempted Micro Enterprises and Qualifying Small Enterprises may benefit from preference points. Firms without CIDB grading, generator installation experience, or the capacity to deliver within the six-month period are unlikely to be competitive.
