ACSA invites service providers to repair cracked and broken apron block edges at King Phalo Airport, East London, for up to six months. Work includes saw-cutting, specialist concrete repairs, joint sealing and gutter block replacement. CIDB 1CE grading or higher is required.
Airports Company South Africa (ACSA) is procuring a service provider to repair broken and cracked concrete edges on the main apron blocks at King Phalo Airport (KPA) in East London, Eastern Cape. The contract runs for a period not exceeding six months under an NEC3 Term Service Contract with a priced activity schedule. Bidders must hold a CIDB contractor grading of 1CE or higher. Work is to be carried out on site from Monday to Friday, 08:00 to 16:00, and commences within 14 working days of a purchase order being issued. Prices must be fixed for the full contract duration and are subject to no price adjustment, although CPI-linked adjustment applies at contract anniversary under the price adjustment clause.
The scope of work includes saw-cutting and removing cracked and broken concrete from apron blocks, cleaning out dust in parking bays, and applying specialist ABE repair products (Epidermix 344 base and activator, Durarep FMC and Duracure Acrylic, or approved equivalents). Joints in parking bays are to be sealed with Dowsil 890-SL silicone sealant (grey) or an approved equivalent, previously painted areas are to be repainted in Plascon Industrial Coating TP 28 Black and TP 94 Yellow or approved equivalents, uneven gutter blocks are to be replaced, and damaged concrete manhole covers are to be replaced. Estimated quantities include 0.4 m3 of concrete repair per activity, 50 m of joint sealing, and 50 manhole covers. Quantities for gutter block replacement differ between the tender documents (150 and 200 blocks), so bidders should clarify this through the official query channel before the enquiry deadline. Pricing is based on a lump-sum rate per activity, and only items listed in the activity schedule may be invoiced. Permit and parking fees are claimed at cost, and aviation liability insurance of at least R300 000 must be provided before work starts.
Key requirements include documented proof of competence for the ABE products, material safety data sheets, a fully detailed safety file, and full PPE for all employees before work begins. The contractor must comply with the Occupational Health and Safety Act and Construction Regulations, airside safety, AVSEC and ARFF procedures, and ACSA environmental terms (EMS 048), including proper handling and disposal of hazardous substances. Evaluation is split 80/20 between price and specific goals (B-BBEE, black youth, black women and disability ownership), with a functionality threshold of 70 out of 100. Functionality is scored on company experience in sealing cracked concrete (completion certificates or reference letters), the supervisor's qualifications (NQF level 6 civil engineering diploma scores highest), and supervisor experience of at least two to three years or more. Bids must be emailed to Acsarfq@airports.co.za by 12:00 on 27 November 2026. A non-compulsory briefing and site inspection takes place at King Phalo Airport on 11 November 2026 at 11:00, and bidders should bring safety boots and a reflector vest. Queries close on 13 November 2026 at 12:00.
For the successful contractor, this tender offers a defined, short-term maintenance contract with a public-sector client in aviation infrastructure, providing a route to repeat work and a strong reference for airport civil and concrete projects. For ACSA, the repairs help maintain apron safety, reduce foreign object debris risk to aircraft, and extend the life of pavement assets.
This tender is best suited to civil and concrete repair contractors holding a CIDB grading of 1CE or higher, with proven experience in sealing cracked concrete and working on airside or other high-security sites. Applicants should have a qualified civil engineering supervisor or foreman with at least two years of experience, and the capacity to supply the ABE products, PPE, safety file and insurance cover required. Small and medium enterprises that are 51% black-owned, black women-owned, youth-owned or owned by people with disabilities may benefit from the preference points for specific goals. Joint ventures are welcome, provided a consolidated B-BBEE certificate and JV agreement are submitted and the lead partner is identified.
