Wet grading of approximately 14 km of airport perimeter service road to address SACAA audit findings, including grader and water truck hire. Three-year NEC3 term service contract; CIDB grading 1CE or higher required.
The Airports Company South Africa (ACSA) is seeking a service provider to wet grade the perimeter fence service road at King Phalo Airport in East London, Eastern Cape. The work responds to findings from a South African Civil Aviation Authority (SACAA) audit. Under the SACAA compliance standard, a perimeter road must allow patrol vehicles to access the entire aerodrome boundary safely and continuously, or the road is deemed non-compliant. The scope covers approximately 14 km of wet grading, with material added where necessary, supported by the hire of a grader and a water truck. Machinery transport to and from site is included in the activity schedule.
The road must be continuous along the full perimeter, usable in all weather, free of erosion, flooding, deep ruts, debris and overgrown vegetation, and provide clear visibility of the fence line. Work must follow ICAO Annex 14 and SACAA Part 139 requirements, the Occupational Health and Safety Act and Construction Regulations, and ACSA environmental, airside safety, and permit procedures. Contractors must submit a safety file, method statement, and risk register inputs before starting, and must comply with ACSA's environmental terms (EMS 048) covering dust, noise, water, and waste. The contract is a three-year NEC3 Term Service Contract, priced on an activity schedule with fixed rates and annual escalation, and paid in South African Rand within 30 days of a valid tax invoice. Permit and induction costs are reimbursed at proven cost, and a provisional sum is included.
Evaluation follows a functionality threshold of 60 out of 100 before price and preference points are considered on an 80/20 basis. Functionality is scored on company experience in gravel road grading over the past ten years, supported by client reference letters, the qualifications and experience of the foreman or supervisor, and the certification and experience of the grader operator. Bidders must hold a valid CIDB contractor grading of 1CE or higher, a valid tax compliance PIN, COIDA good standing, and proof of aviation liability insurance of at least R300,000. A non-compulsory clarification briefing is scheduled for 11 November 2026, and the closing date is 27 November 2026 at 12:00. For bidders, this tender offers a focused, recurring plant-hire and civil maintenance opportunity at a regulated, security-critical airport site, with the potential for long-term relationship benefits over the three-year term.
CIDB-registered civil contractors with a grading of 1CE or higher, particularly those experienced in gravel road grading and earthworks. Companies that own or can source a grader and water truck, and have licensed grader operators and a qualified supervisor or foreman, are well placed. Firms with aviation, airside, or high-security site experience, and those able to meet OHS, environmental, and permit requirements, will be most competitive. Joint ventures are eligible if each member is CIDB-registered and the combined grading meets the requirement. Small and B-BBEE-compliant businesses can also benefit from the preference points for specific goals.
