Overview

Summary

Framework contract for routine maintenance of paved and gravel roads in the Sundays River Valley LMA, Eastern Cape, with a R50 million ceiling over three years. At least 30% of each ad hoc assignment must be subcontracted to local Micro Enterprises.

Detailed Description

The Eastern Cape Department of Transport has issued a framework tender (Ref: SCMU10-26/27-0019, Addendum No. 1) for routine road maintenance in the Sundays River Valley Local Municipality area. The framework covers ad hoc work assignments on paved and gravel roads within the Sundays River Valley LMA over a three-year period, with an overall contract ceiling of R50,000,000.00. Work is priced against a Bill of Quantities (Framework Sundays River BoQ, 22 October 2026), which is issued in both PDF and Excel format and must be completed in black ink or typed electronically and submitted within Volume 3A of the electronic bid.

Bidders must hold a minimum CIDB grading of 5CE PE or 6CE, with grades 7CE, 8CE and 9CE also eligible. Joint ventures may qualify by meeting the combined minimum requirement. Eligible experience is limited to road construction or paved and gravel road maintenance projects completed or currently being executed within the past ten years, subject to the stated project-value thresholds. Completed projects require completion certificates; current projects require a Letter of Award and a signed client recommendation letter. Bids lacking the required evidence will be declared non-responsive. Bidders must also indicate a minimum 30% subcontracting commitment on SBD 6.1. Each ad hoc assignment must subcontract at least 30% of its value, as far as possible, to qualifying local Micro Enterprises (CIDB Grades 1 to 4), which are procured after award through the Sundays River Valley LMA Micro Enterprise forum. Each assignment must also create at least six job opportunities for locally based persons.

The addendum amends the preferential procurement provisions to allow both the 80/20 and 90/10 systems, with specific goals for Black Ownership and Women Ownership set out in Annexure A. Section 1200 (General Requirements and Provisions) has been amended. Bids must be submitted electronically only through the eTender Publication Portal (eSubmission). The closing date has been extended to 13 November 2026. Written queries had to be submitted by email by 23 October 2026, with formal responses issued via Notices to Tenderers or Addenda on the National Treasury eTender Portal. Technical enquiries should be directed to the named technical contacts, and SCM enquiries to the designated SCM official, as listed in the tender documents.

Suitable Businesses

This tender is best suited to civil engineering and road maintenance contractors holding a CIDB grading of 5CE PE/6CE or higher (7CE, 8CE and 9CE also eligible), and to joint ventures whose combined grading meets the minimum requirement. Bidders must have road construction or paved/gravel road maintenance experience from the past ten years, with completion certificates or, for current projects, a Letter of Award and client recommendation letter. Local Micro Enterprises with CIDB Grades 1 to 4 are not eligible to bid as prime contractors but are the target group for the mandatory 30% subcontracting and should monitor the Sundays River Valley LMA Micro Enterprise forum. Black-owned and women-owned businesses may benefit from the specific-goal preference points under the 80/20 and 90/10 systems.
