Overview

Summary

Transnet Freight Rail seeks SANAS-accredited calibration of 31 measuring and test instruments, including load cells, hardness testers, impact machines and precision gauges. Some work is on-site in Koedoespoort, Pretoria. Closes 16 November 2026 at 16:00.

Detailed Description

Transnet Freight Rail, through its Technology Management division, has issued a Request for Quotations (RFQ TFR/2026/10/0340/13299/RFQ) for the calibration of a broad range of measuring, testing and reference instruments. The scope comprises 31 line items covering force and load measurement, pressure and electrical calibration, temperature measurement, dimensional metrology and materials testing. Force-measurement items include 20-ton and 50-ton load cells with their displays, a 3000 kN compression load cell and indicator, and HBM K3607 calibration boxes. Pressure, electrical and temperature items include a DRUK DPI 610 pressure calibrator, single and dual power supplies, a Fluke 9132 infrared calibrator, Fluke 588 infrared thermometers, a Fluke True RMS multimeter, a COMARK N9003 thermometer and Bruman liquid thermometers. Dimensional items include digital and vernier calipers from 150 mm to 300 mm, outside micrometers in three ranges, a precision balance and a stopwatch. Materials-testing equipment includes a Charpy impact machine, an Izod impact tester, an MTS tensile tester, an optical light microscope, and Brinell, Vickers, micro-Vickers and Rockwell C hardness testers. Several of the larger machines, including the Charpy, Izod, tensile tester, microscope and hardness testers, are to be calibrated on-site at 1000 Bluegum Avenue, Koedoespoort. The remaining items are to be handled at the service provider's facility.

All calibration certificates must be issued by a SANAS-accredited calibration laboratory. Where no SANAS-accredited laboratory is available for a particular instrument, calibration by the original equipment manufacturer (OEM) is acceptable. Bidders must provide a completed pricing schedule, which is mandatory, and must state whether they are VAT registered, as VAT at 15% is shown separately from the totals. Quotations are evaluated on price (80 points) and specific goals (20 points) under Transnet's Preferential Procurement Policy. Specific-goal points are awarded for B-BBEE contributor level and for at least 50% Black Youth Owned Entities, supported by the relevant certificates, sworn affidavits or CIPC documents. Bidders also need a valid SARS Tax Compliance Status PIN or a Central Supplier Database number, the SBD 1 form, the RFQ Declaration and Breach of Law Form, and the Protection of Personal Information form. Submissions are made through the Transnet e-Tender Submission Portal, and late tenders are disqualified. The closing date is 16 November 2026 at 16:00. Bids must remain valid for 180 days from the closing date. The RFQ is governed by Transnet's Standard Terms and Conditions, which include time-of-the-essence delivery, subcontracting limits linked to B-BBEE status, and the Supplier Integrity Pact.

For a qualifying service provider, this opportunity offers a defined, multi-item calibration programme with a mix of recurring and specialised work for a major state-owned rail operator. It is a practical entry point for accredited calibration laboratories and OEM-authorised service providers, and it supports Transnet's operational reliability by keeping its test and measurement equipment traceable and compliant. Bidders should carefully check the pricing schedule, confirm their SANAS accreditation scope for each instrument type, plan logistics for the on-site work in Koedoespoort, and submit well before the closing deadline.

Suitable Businesses

This tender is best suited to SANAS-accredited calibration laboratories with accreditation covering force, pressure, electrical, temperature, dimensional and mechanical or hardness testing. OEM-authorised calibration providers may also apply for instruments where no SANAS-accredited laboratory is available. Businesses should be VAT registered, hold a valid SARS Tax Compliance PIN or CSD registration, and be able to provide the required B-BBEE documentation. Black Youth Owned Entities and businesses with strong B-BBEE contributor levels can gain specific-goal points. Companies with the capacity to perform on-site calibration at Koedoespoort, Pretoria, will have an advantage for the larger machines. Businesses on National Treasury's Register of Tender Defaulters or the Database of Restricted Suppliers are not eligible.
