Supply and delivery of 100% locally manufactured corporate uniforms, including shirts, pants, hats, high-visibility jackets and safety boots, for the Department of Water and Sanitation's Construction East project in Mthatha, Eastern Cape. A compulsory site briefing and sample testing apply. Closes 10 November 2026.
The Department of Water and Sanitation (DWS) has issued tender WTE1057CE for the supply and delivery of local content corporate uniforms for its Construction East Management team, based at the Mthatha Dam site in the Eastern Cape. The contract covers a range of garments and safety items, each embroidered with the DWS logo on the left-hand side (or centre for hats). The scope includes ladies and men's short- and long-sleeve shirts in navy, polo-style pique knit shirts in olive, navy brim hats with neck flaps, ladies and men's khaki cargo pants, two-tone reflective sleeveless high-visibility jackets (Class 2), and steel-toe, slip-resistant SABS-compliant safety boots. Estimated quantities include roughly 150 garments across the apparel categories and 24 pairs of safety boots, though the Department states that quantities cannot be guaranteed and orders will be placed as requirements arise.
The tender imposes strict local content requirements. Only locally produced or manufactured clothing from local raw materials will be considered, with a stipulated minimum local content threshold of 100% as set by the dtic. Bidders must submit a Local Content Declaration (Annex C, D and E) in line with SATS 1286:2017, along with a letter from the local manufacturer confirming local production and content. Bidders must also attend a compulsory site briefing at the Mthatha Dam Construction East Site Offices, Ncise Village, on 6 November 2026 at 10:00. Failure to attend will disqualify a bid. Compliant bidders will be asked to submit product samples for testing and approval before the evaluation proceeds to the preference points stage. Bids must be submitted by 11:00 on 10 November 2026 to the bid box at the Mthatha Dam Office Building, with bids remaining valid for 120 days. Bids are evaluated on an 80/20 preference system (80 points for price, 20 for specific goals including Eastern Cape location, B-BBEE status, and women, youth or disability ownership), and prices must be all-inclusive of VAT and delivery.
For successful suppliers, the contract offers a steady, government-backed revenue stream with payment made by electronic funds transfer within 30 days of receipt of a valid tax invoice. Delivery is required within 14 days of an official order, during specified working hours (Monday to Thursday, 07:00 to 15:00), and the Department has the right to reject non-compliant goods, which must be replaced within 48 hours. The tender also supports local industry, employment and economic participation in the Eastern Cape, particularly for locally based clothing manufacturers and empowerment-owned enterprises. Bidders should carefully review the SBD forms, the pricing schedule (SBD 3.1) and the specification requirements, as incomplete or non-compliant submissions will be rejected.
This tender is best suited to locally based clothing and textile manufacturers, uniform suppliers and garment producers that can demonstrate 100% local content and manufacture in South Africa, particularly those with the ability to produce embroidered workwear, high-visibility garments and safety footwear. Eastern Cape-based suppliers may benefit from the location-based preference points. Qualifying Small Enterprises (QSEs) and Exempted Micro Enterprises (EMEs) with B-BBEE Level 1 or 2 status, and enterprises with women, youth or disability ownership, can also claim specific-goal points if they submit the required affidavits and proof. Businesses must hold a valid SARS Tax Compliance Status PIN, be registered on the Central Supplier Database, and be able to attend the compulsory site briefing and provide product samples. Importers, trading companies without local manufacturing, and suppliers who cannot meet the 100% local content threshold should not apply unless they have a dtic exemption.
