Summary

Eskom seeks suppliers to supply and deliver obsolete Siemens T2000 DCS spares modules (35 module types) to Camden Power Station for Majuba, Hendrina and Camden plants. New parts are preferred, with refurbished parts considered only as an exception; bidders must provide warranties and quality certificates. Delivery is over 12 months.

Detailed Description

Eskom Holdings SOC Ltd, through its Generation Division, invites tenders for the supply and delivery of obsolete Siemens T2000 Distributed Control System (DCS) spares modules for the Majuba, Hendrina and Camden Power Stations. The T2000 control system, first installed at Majuba in the construction era and later used at Hendrina and Camden, has been declared obsolete by the original equipment manufacturer (Siemens). Siemens ceased all support for the system, including technical knowhow, spares and repairs, from 2021, so Eskom now depends on third-party market sources to keep these coal-fired units operating safely and reliably until the end of their working life.

The scope covers an Appendix A spares list of approximately 35 module types, with quantities ranging from a handful to over ten units per item. Items include interface modules (IM304, IM324R, IM614, IM641, IM661), CPUs (CPU 948R), communication processors (CP1430 TF, CP 343-1, CP 443-1), signal conditioning and control modules (FUM 210, 230, 280, 310, 330, 360, 531), memory modules, power supplies and bus terminators. Bidders must deliver the spares to Camden Power Station, with Majuba and Hendrina collecting from Camden. Minimum requirements include warranties and guarantees, quality certificates proving modules were tested, proof of spares sourcing and legitimacy, lead-time confirmation, and delivery of at least 30% of the bulk spares list. Eskom's preference is for new parts; second-hand, refurbished or reconditioned modules are considered only where new parts are unavailable and must be fully documented, tested and warranted, with the bidder liable for reimbursement if modules fail on connection at site.

Evaluation is based on a weighted technical assessment (minimum 70% threshold) covering company resources and staff experience, prior T2000 supply track record, capacity to supply at least 30% of module types, verified sourcing letters, module status and test certificates, and a credible delivery timeline and project management methodology. Pricing is evaluated on the 80/20 or 90/10 preference point system, with specific goals scored separately. Mandatory requirements include CSD registration, ISO 9001 quality management evidence, a draft Contract Quality Plan, an inspection and test plan, OHS documentation, and the NEC3 Supply Short Contract. The tender closes on 20 November 2026 at 10:00 and is submitted electronically via the Eskom eTendering portal. Successful suppliers gain a long-term supply relationship supporting critical national power generation infrastructure.

Suitable Businesses

Suppliers and distributors of industrial control system and DCS spares, particularly Siemens and legacy Simatic/Teleperm components; authorised OEM distributors; specialist obsolescence and refurbishment companies with verifiable sourcing and testing capability; and electrical equipment suppliers with proven experience supplying power station spares. Bidders must be CSD-registered, able to provide warranties, quality certificates and sourcing proof, and capable of supplying at least 30% of the listed module types. Small and medium enterprises and black-owned businesses may benefit from the preference points system, but must be able to meet the technical and quality requirements.
