Supply and Delivery of Uniforms and PPE

The National Lotteries Commission (NLC) is seeking a qualified service provider for the once-off supply and delivery of uniforms and Personal Protective Equipment (PPE) for its Facilities Management staff, primarily Office Assistants. The requirement supports occupational health and safety compliance and reinforces a consistent, professional NLC image. The tender is a Request for Quotation (RFQ 2026-009-013) published on eTenders, with a closing date of 12 November 2026 at 11:00 and a bid validity period of 90 days from closing.

The scope covers a wide range of garments and footwear in multiple sizes and colours. Ladies' and men's items include long and short sleeve blouses, shirts, dresses, skirts, chinos, cargo-style joggers, Melton and tailored coats, jackets, gilets, bodywarmers, puffer and softshell jackets, and coveralls, most in navy blue, black, grey, red or white. Footwear includes leather loafers, moccasins, sneakers and slip-on styles, along with anti-slip safety shoes meeting EN ISO 20345 S3 SRC standards and steel-toe Chelsea and light-duty safety boots. Unisex polo golf shirts are also required in several colours. All embroidery must use NLC corporate identity colours. Screen printing is not permitted, and name badges must be engraved. Artwork will be supplied after appointment. Bidders must also conduct onsite size measurements at NLC within seven working days of receiving a purchase order and provide fabric and branding samples for approval before bulk production.

Delivery must be made as one complete consignment, with each item packed and labelled separately, within 30 days of appointment and receipt of a purchase order. All items must be free from defects, and defective or incorrectly sized items must be replaced within 14 days at no cost to the NLC. A 12-month warranty from the date of delivery must be confirmed. Bidders should note that the tender is subject to the 80/20 preference point system, with 80 points for price and 20 points for specific goals, including black ownership, women ownership and local content. The local content threshold for clothing, textiles, leather and footwear is 100%, and bidders must submit SBD 6.2 with Annexures C, D and E, and supporting evidence. Mandatory requirements include CSD registration, a valid SARS tax PIN and tax compliance status, a valid B-BBEE certificate or sworn affidavit, a signed POPIA consent form, and proof of Compensation Fund registration. Bids must be submitted through the eTenders portal.

The tender notice contains a date inconsistency. The SBD 1 form lists a closing date of 15 September 2026, while other sections state 12 November 2026. Bidders should confirm the correct closing date with the NLC contacts (quotation@nlcsa.org.za or maureen@nlcsa.org.za) before submitting.
