Overview

Summary

Two-year contract for grass cutting and grounds maintenance at the Afrikaans Language Museum and Monument in Paarl, covering lawns, edges and access routes. Closes 27 November 2026; CSD registration, valid tax clearance and B-BBEE certificate are mandatory.

Detailed Description

The Afrikaans Language Museum and Monument (ATM), a Schedule 3A public entity in Paarl, is seeking a professional service provider for regular grass cutting and general grounds maintenance on the monument grounds. The appointment is for two years from the date of award, with possible evaluation and renewal at the end of the contract. The ATM requires the site to remain neat, well maintained and safe for visitors, with particular attention to safe pedestrian access and vehicle access routes. Quotations must be submitted at the Historium Building, 11 Pastorie Avenue, Paarl, by 11:00 on Friday, 27 November 2026.

The scope of work includes three areas. First, grass cutting services covering all lawns, flower beds, edges, boundaries and access paths, with safety and obstacle-free routes for visitors and vehicles. Second, general grounds maintenance as directed by the ATM. Third, reporting on completed work. The provider must coordinate with the ATM groundskeeper, follow an agreed schedule and required standards, and carry out all work professionally and with minimal disruption to visitors and daily operations. Pricing must be submitted in three parts: rates for regular grass cutting, rates for basic grounds maintenance, and any additional costs for special events or emergency interventions. Quoted rates must remain fixed for the contract duration unless the ATM agrees otherwise in writing. Additional costs must be approved in writing before they are incurred, and payment is made on verified, satisfactory completion against detailed invoices. Quotations must be valid for 60 days, and a minimum 12-month warranty on services must be provided in writing.

Bidders must submit the following mandatory documents, and failure to provide any of them leads to disqualification: a CSD registration number (unregistered providers must register before their quote is considered), an original valid tax clearance certificate, an original valid B-BBEE certificate, certified company registration documents, and the completed and signed SBD forms (1, 3.3, 4, 6.1, 6.2, 7.2, 8 and 9) with the General Conditions of Contract initialled on each page. The quote also requires a bank rating or bank letter, a company profile, CVs of key personnel, at least three written client testimonials with contactable references, and a detailed formal quotation. Evaluation is based on compliance first, then 80 points for price and 20 points for B-BBEE status level. The ATM is not obliged to accept the lowest price and may cancel or re-advertise the tender. Before award, the ATM will check the National Treasury database of restricted suppliers and the Register for Tender Defaulters.

Note for prospective bidders: the document set contains some inconsistencies that should be clarified with the ATM before submission. The SBD 1 cover page refers to "provision of internal audit services", which does not match the grass cutting scope. The compulsory briefing session is listed without a date or venue, and the total contract value field is blank. Bidders should confirm these details with the contact persons: Fabian Ontong (bidding procedure, 021 872 3441, fin.assist@taalmuseum.co.za) and Romeo Paulse (technical enquiries, terrein@taalmuseum.co.za).

Suitable Businesses

Landscaping and grounds maintenance companies, and facilities management providers with Western Cape operations and the equipment and staff to maintain lawns, edges and access routes on a regular schedule. Bidders should be CSD-registered, hold a valid tax clearance certificate and B-BBEE certificate, and be able to provide three client references and CVs for key personnel. Qualifying Small and Medium Enterprises, including EMEs and QSEs with higher B-BBEE levels, will benefit from the 20-point preference element. Sole traders and small businesses with proven grounds maintenance experience can apply if they meet the mandatory document requirements. Businesses without the required registrations or experience should first address those gaps before the 27 November 2026 closing date.
