Overview

Summary

Three-year, as-and-when-required contract for mechanical repairs and maintenance of vehicles and equipment at the Afrikaans Language Museum and Monument in Paarl. Requires 5+ years' experience and a fully equipped workshop. Closes 27 November 2026.

Detailed Description

The Afrikaans Language Museum and Monument (ATM), a Schedule 3A public entity based in Paarl and subject to the Public Finance Management Act, is seeking a qualified mechanical repair and maintenance service provider for a three-year period. The ATM owns and operates passenger vehicles, light commercial vehicles and maintenance equipment that require regular servicing, preventative maintenance, inspections and repairs. The appointment is on an as-and-when-required basis, with payment based on approved labour hours actually worked, approved replacement parts and approved call-out or travel charges. The contract is subject to satisfactory performance, operational requirements and the availability of funds.

The scope of work includes routine servicing according to manufacturer specifications, preventative maintenance inspections, mechanical condition assessments, fault finding and diagnostic testing, and engine repairs. It also covers brake, suspension and steering systems, clutch and transmission repairs, cooling, fuel and exhaust systems, mechanical-related electrical faults, battery and charging systems, and replacement of worn or damaged components. Minor welding and fabrication linked to mechanical repairs, emergency breakdown assistance and roadworthy preparation are also included. Successful providers must supply only new, quality parts unless the ATM approves otherwise, submit quotations before installing parts, separate labour and parts costs on all documents, and return replaced components on request. Reporting requirements include detailed inspection reports, written quotations before major repairs, service and repair reports, itemised invoices supported by signed job cards, and complete maintenance records for the contract period.

Bidders must hold a valid SARS tax compliance status, be registered on the Central Supplier Database and provide a B-BBEE certificate, certified company registration documents and a signed SBD 4 declaration of interest. Minimum requirements include at least five years of proven experience in professional mechanical repair and maintenance, qualified mechanics or artisans with recognised trade qualifications, and a fully equipped workshop with diagnostic equipment and specialised tools. Providers must also hold public liability insurance, demonstrate compliance with the Occupational Health and Safety Act, be able to provide emergency call-out services, and supply at least three contactable references for similar work completed in the past five years. Workshops within reasonable travelling distance of Paarl are preferred. Providers located elsewhere must show equivalent response times and collection and delivery arrangements. Pricing must show standard, overtime, weekend and public holiday hourly rates, any emergency call-out fee and travel charges, with VAT shown separately. Hourly rates must remain fixed for the contract duration, and quotations must be valid for 60 days. A minimum 12-month warranty on services must be provided in writing. Evaluation is based on 80 points for price and 20 points for B-BBEE status level. Submissions close on 27 November 2026 at 11:00 at the Historium Building, 11 Pastorie Avenue, Paarl. The notice does not state a total contract value. The document references a compulsory briefing session without a date. The embedded SBD 1 form refers to internal audit services, which appears to be a template error. Bidders should confirm the scope and briefing details with the ATM supply chain contact (Fabian Ontong, 021 872 3441, fin.assist@taalmuseum.co.za) or the technical contact (Romeo Paulse, terrein@taalmuseum.co.za).

Suitable Businesses

Registered automotive repair workshops and mechanical service providers with at least five years' experience, qualified mechanics or artisans with recognised trade qualifications, and a fully equipped workshop with diagnostic tools. Paarl-based workshops are preferred, but providers elsewhere can apply if they can show comparable response times and collection and delivery arrangements. Businesses must be CSD-registered, tax compliant, B-BBEE certified and hold public liability insurance. Businesses without a Paarl presence or with limited emergency call-out capacity may find this tender less suitable.
