Appointment of a professional service provider for 12 months to develop a detailed costing and comprehensive resource mobilisation plan for implementing South Africa's National Waste Management Strategy. Requires environmental economics, financial analysis, and stakeholder engagement expertise, with a minimum 60% functionality score to qualify.
The Department of Forestry, Fisheries and the Environment (DFFE) is seeking a professional service provider for a 12-month assignment to support the sustainable implementation of the reviewed National Waste Management Strategy (NWMS), which is binding on all organs of state and guides waste sector policy for the post-2026 period. The assignment has two core outputs: a detailed, activity-based costing of the NWMS implementation plan, differentiating capital and operational costs across short, medium and long-term horizons; and a comprehensive resource mobilisation plan to identify and secure funding from government, the private sector, development finance institutions and other partners. The service provider will also assess the financial situation of waste sector stakeholders, map and engage stakeholders through working groups, municipalities and industry, and establish written funding partnerships and agreements with responsible institutions.
The scope of work includes developing a project roadmap and inception report, bi-monthly progress reports, consultation minutes and a stakeholder database, draft and final engagement reports, comments and response registers, and a monitoring and evaluation framework with Key Performance Indicators. The final deliverables comprise a detailed final report covering findings, cost-benefit analysis and recommendations, along with a resource mobilisation plan and a PowerPoint presentation. Evaluation is phased: compliance with administrative and tax requirements and CSD registration, then functionality scored out of 100 (project plan and methodology, Team Leader qualifications and experience in environmental fields, Key Expert qualifications and experience in financial management, and company references for successfully completed financial and waste management projects). Bidders must score at least 60% on functionality before price and preference points are considered. The preference system is 80/20 (price/specific goals), and pricing must be a ceiling figure inclusive of all expenses and VAT, with the Team Leader and key experts committed throughout the contract.
The assignment offers a significant opportunity to contribute to national waste policy and sustainable financing for one of South Africa's priority environmental programmes. Successful bidders will demonstrate strong expertise in environmental economics, public finance, waste management and stakeholder facilitation, and will support the Department in translating strategic objectives into a credible, fundable implementation pathway. Bidders should note that the bid is subject to the Preferential Procurement Policy Framework Act, POPIA and the General Conditions of Contract, and that payment is made within 30 days of approved invoices.
Environmental and economic consultancies, financial advisory firms with public sector experience, and waste management specialists with proven track records in financial analysis and funding strategy. Bidders should have a Team Leader with a qualification in environmental management, science, economics or waste management and 4+ years' experience, a Key Expert 2 with finance or economics qualifications, and at least 2-5 completed projects combining financial and waste management work supported by reference letters. Preference is given to businesses that are 51%+ owned by Black people, women or people with disabilities, and Tax Compliance and CSD registration are mandatory. Joint ventures and consortia with complementary expertise are also encouraged to bid.
