Eskom seeks a registered transport operator for a 36-month home-work-home minibus service carrying employees from Middelburg to Arnot Power Station on weekdays and shifts. Vehicles must be 2 years old or less with under 100,000 km, fitted with ABS, airbags, tracking and full SHEQ compliance.

Detailed Description

Eskom Holdings SOC Ltd, through Arnot Power Station, is inviting tenders for the provision of home-work-home (HWH) transport services for its employees travelling from Middelburg to Arnot Power Station and back on a daily basis. The contract runs for 36 months (three years) and is awarded as a single whole-contract tender under the NEC3 Term Service Contract (TSC3). The service covers a network of designated pick-up points, including Ext 18, Aerorand, Dennisig/Kanonkop, Rockdale, Eastdene/Aloe Ridge/Hlalamnandi, Rondebosch, Mhluzi, Downtown, Mineralia, Samrose and Chromeville. Requirements include a fleet of 13- and 21-seater minibuses operating Monday to Friday, with several routes running Monday to Sunday including public holidays and shift-change schedules. The contractor must also provide two dedicated drivers based on site at Arnot Power Station on weekdays, plus on-call transport for funerals and sporting events.

Vehicle requirements are strict. Every vehicle must be no older than two years with less than 100,000 km on the odometer, and must have factory-fitted ABS, driver and passenger airbags, power steering, air conditioning and an audio system. Safety equipment includes a first aid kit, a serviced fire extinguisher, two emergency warning triangles, three-point seatbelts for every seat, no fold-up seats, speed warning signage, yellow reflective tape, and a sufficient number of emergency exits per passenger group in line with the National Road Traffic Act. Vehicle safety must also align with Eskom Vehicle Safety Specification 32-345, including vehicle-monitoring devices and driver behaviour cameras. Contractors must install tracking devices in all vehicles, appoint a full-time supervisor, maintain a safety file approved by Eskom's Safety Risk Management department before work begins, submit weekly inspection checklists and logbooks, and complete quarterly independent audits and vehicle inspections. Drivers must hold valid licences and professional driving permits, be medically fit, and pass criminal record screening. All personnel must complete the Arnot Power Station SHEQ induction, and the contractor must comply with Eskom Life-Saving Rules, including the mandatory use of seatbelts and a zero-tolerance policy on alcohol and drugs.

Bidders are evaluated on price (80/20 or 90/10 preference system) and on functionality, including SHEQ, environmental and quality management. Mandatory returnables include CSD registration, a Health and Safety plan and risk assessment, a Waste Management Plan, an Environmental Management Plan, an SHE policy and costing, audited or appropriately prepared annual financial statements, and an E-Tendering acknowledgement. Subcontracting must be backed by NEC3 back-to-back agreements. The contract offers a stable, multi-year revenue stream for transport operators with a registered fleet, a robust safety record and an established presence in the Middelburg area, and is especially relevant to businesses seeking to build a long-term partnership with a major state-owned utility.

Suitable Businesses

This tender is best suited to licensed passenger transport operators and minibus taxi or shuttle companies based in or around Middelburg, Mpumalanga, with a fleet of 13- and 21-seater minibuses that meet the 2-year and under 100,000 km age and mileage criteria. Applicants should hold valid operating licences and route permits, have strong safety and SHEQ management systems, ISO 9001 quality certification or the ability to obtain it, and the financial capacity to sustain a three-year contract. Small and medium enterprises and black-owned transport companies may benefit from the stated preference scheme and ASGI-SA obligations, and businesses able to subcontract under NEC3 back-to-back terms may also find opportunities as part of a consortium or joint venture.
