Provision of 36-month home-work-home minibus transport for Eskom employees from Witbank (Emalahleni) to Arnot Power Station. Requires 13- and 22-seater vehicles, dedicated drivers, supervision, and strict OHS, safety and fleet compliance.
Eskom Holdings SOC Ltd, through its Generation division, has invited tenders for the provision of home-work-home transport for Eskom employees travelling from Witbank (Emalahleni) and surrounding townships to Arnot Power Station, located next to the N4 at Rietkuil. The contract is for a period of 36 months (3 years) and is structured under the NEC3 Term Service Contract (TSC3). The service covers a defined set of pick-up points, including Lynville, Ext 2-10, Klarinet, Tasbet, Duvha Park, Ackerville, Jackaroo/Die Heuwel, Kwaguqa, Benfleur, Klipfontein/Ext 8, Modelpark, Mareldene, Del Judor and Downtown. Services are required on weekdays and, for some routes, extended to Saturdays, Sundays and public holidays, with 13-seater and 22-seater minibuses and some routes requiring two shift-change trips. Ad hoc special trips to other locations may also be requested.
The contractor must supply roadworthy, clean and comfortable vehicles, provide a full-time supervisor to manage daily operations and report incidents, and keep vehicles and drivers dedicated to Arnot Power Station transport. Each vehicle must carry fire extinguishers, a fully stocked first aid box, tyre-changing equipment, two emergency triangles and a tracking device, with weekly inspection checklists and logbooks. Drivers must hold a valid Professional Driving Permit, be medically fit, undergo alcohol and drug testing and fatigue assessments, and receive defensive driving and emergency-procedure training. Strict seatbelt, no-cellphone-use and zero-alcohol rules apply, in line with Eskom's Life-Saving Rules.
The contractor must comply with the Occupational Health and Safety Act, the National Road Traffic Act, Eskom's OHS specification for high-risk work (document 32-726), vehicle safety specification 32-345, and environmental requirements including a waste management plan, an environmental management plan and ISO 14001 alignment. Bidders must submit mandatory returnables including a SHEQ policy, OHS plan, letter of good standing from the compensation commissioner, CSD registration, B-BBEE certificate, tax compliance, annual financial statements, and local content and preference point declarations. Preference points are awarded under the 80/20 or 90/10 PPPFA system, with a 20% subcontracting target to black-owned enterprises for minibus transportation. The tender closes on 13 November 2026 at 10:00 and must be submitted electronically via the Eskom E-Tendering portal.
Registered passenger transport operators and minibus/shuttle companies in Mpumalanga, particularly in Emalahleni (Witbank) and surrounding areas, with a fleet of 13- and 22-seater minibuses, valid operating and route permits, Professional Driving Permit holders, and established OHS, safety and fleet management systems. Black-owned, youth-, women- or disability-owned EMEs and QSEs are strongly encouraged, given the 20% subcontracting target to designated groups and the preference points available. Businesses should be prepared to meet Eskom's SHEQ, environmental, financial and CSD requirements before award.
