Control & Instrumentation Cables Supply

Eskom Holdings SOC Ltd, through its Grootvlei Power Station in Mpumalanga, is seeking a qualified supplier for the supply and delivery of various control and instrumentation (C&I) cables and related items on an as-and-when-required basis for a period of five years. Control and instrumentation cables are multi-conductor cables that carry low-energy electrical signals used to monitor and control the boiler, turbine, coal, ash, water treatment, reverse osmosis and Vaal Dam plants. The station requires a reliable supply of both replacement and spare cables, as damaged cables caused by stress, ageing, fire or smouldering must be replaced promptly to avoid extended plant downtime. Cables supplied must match the original components in all technical respects, including design, dimensions, materials, manufacturing processes and acceptance testing.

Suppliers are required to demonstrate a clear methodology for identifying, verifying, sourcing and supplying the correct cables, and to handle, transport and store them in accordance with SANS 10198-6. Each cable must be quality checked using approved methods, accompanied by data capturing forms, technical data sheets, test and material certificates where applicable, and preservation and storage procedures. Key compliance requirements include a Form A quality declaration and ISO 9001 certification under Eskom's Supplier Quality Management Specification (240-105658000), a Health and Safety Plan, baseline OHS risk assessment, costed OHS plan, valid COIDA Letter of Good Standing, and a CEO-signed OHS policy. Eskom's SDL&I strategy sets a 90% local content threshold for electrical and telecom cables, requires a B-BBEE improvement plan within 30 days of contract signature, and includes targets for black-owned subcontracting and skills development. Delivery is required within four weeks of purchase order placement, with prices including transport to the power station. Suppliers must also be prepared for quality audits, inspections and, where necessary, supplier assessments.
