Overview

Summary

Appointment of a CIDB 6GB or higher contractor to construct a community hall and Early Childhood Development centre at Pardeplaats, Emakhazeni Local Municipality, Mpumalanga. The 8-month project includes paving, fencing, water and sewer connections, and electrical and mechanical installations. Closing date: 24 November 2026.

Detailed Description

The Department of Land Reform and Rural Development (DLRRD) is inviting qualified construction contractors to tender for the construction of a community hall and an Early Childhood Development (ECD) centre at Pardeplaats, situated in the Emakhazeni Local Municipality within the Nkangala District Municipality, Mpumalanga Province. The project is a building construction contract under the JBCC Principal Building Agreement (Edition 6.3, June 2024), with an estimated construction period of eight months and a ten-year latent defect liability period from practical completion to final completion.

The scope of works comprises the construction of a new community hall and a new ECD centre, including external works such as paving and fencing, the connection of water and sewer to the existing network, and electrical and mechanical installations. Provisional sum items cover the supply and installation of playground equipment, kitchen equipment, classroom furniture, a solar system, a heat pump, a water tank and signage. The ECD centre must be designed to support registration as a partial care facility and comply with SANS 10400-S on facilities for persons with disabilities. The site lies within a live village community, so the contractor must plan works to minimise disruption to residents, comply with access and security protocols, and participate in a Steering Committee. Labour-intensive methods apply, with at least 80% of unskilled labour sourced locally, targets of 55% women and 40% youth, and at least 5% of materials purchased from suppliers in Emakhazeni Local Municipality.

Bidders must be registered with the CIDB at a minimum grading of 6GB or higher and must be registered on the National Treasury Central Supplier Database with valid tax compliance status. Evaluation is split between functionality (minimum 60/100 to proceed) and an 80/20 price and specific-goals model. Functionality criteria include similar completed projects of at least R6 million each in the past ten years (50 points), plant and equipment (5 points), and qualified key personnel: a Site Agent (15 points), Project Manager (20 points), and Construction Health and Safety Officer (10 points). A compulsory clarification meeting is held on 6 November 2026 at Pardeplaats farm hall, and tenders must be submitted in the sealed tender box at the DLRRD offices in Nelspruit by 11:00 on 24 November 2026. Tenders are valid for 90 days, and required documents include a COIDA letter of good standing, a Health and Safety Plan, and bidder compliance forms.

Suitable Businesses

This tender suits CIDB-registered general building contractors graded 6GB or higher, with a track record of completing at least five similar building projects valued at R6 million or more in the last ten years. Bidders should have qualified key personnel available (a NQF Level 6 Site Agent, an SACPCMP-registered Project Manager, and a registered Construction Health and Safety Officer) and access to a TLB, rammer or plate compactor, scaffolding, a light delivery vehicle and a tipper truck. Joint ventures can bid if every member is CIDB-registered and the lead partner meets the grading requirements. Small, medium and micro enterprises, particularly those owned by women, youth, persons with disabilities, or businesses based in Nkangala District Municipality, can earn specific-goal points. Local contractors with strong community engagement experience and ability to employ local labour are well placed to compete.
