The South African Weather Service (SAWS) is appointing a panel of qualified General Building Maintenance service providers for its regional offices, radar sites and air quality monitoring stations across all nine provinces. Bidders must submit electronically via eTenders and meet compliance, accreditation and due diligence requirements.
The South African Weather Service (SAWS) has issued Bid SAWS-486/26 to establish a panel of suitably qualified General Building Maintenance service providers. The panel will provide general building maintenance services for SAWS infrastructure, including its regional offices, radar sites and air quality monitoring stations located in all nine provinces of South Africa. Successful panel members will be called upon as maintenance needs arise across these diverse locations, making this a multi-site, geographically dispersed requirement that suits contractors with a national or provincial footprint.
Bidders must submit their proposals electronically through the eTenders platform (https://www.etenders.gov.za/) before the closing date and time of 27 November 2026. Bids submitted by any other method will be disqualified, and late submissions will not be considered. The bid is valid for 90 days from the closing date. A compulsory briefing session is not required. Clarification questions must be submitted in writing to bids@weathersa.co.za no later than five days before the closing date. The bid is subject to the Preferential Procurement Policy Framework Act and Regulations 2022, with the 80/20 preference point system applying (80 points for price and 20 points for B-BBEE specific goals). Bidders must provide a valid tax compliance status PIN or CSD number, a B-BBEE verification certificate or sworn affidavit (for EMEs and QSEs) to claim preference points, and a completed Annexure A (Invitation to Bid), Annexure C (SBD 4 declaration of interest), Annexure F (preference points claim form), the technical or functional proposal in response to Annexure H, and the POPIA supplier notice and consent form (Annexure I).
SAWS requires service providers to have duly approved operational premises, the necessary infrastructure and relevant accreditation from the appropriate body. SAWS may conduct a due diligence site visit before award to verify the bidder's capacity, and it may also verify references, OEM authorisations and audited financial statements. Shortlisted bidders may be asked to present their offering. Successful bidders must conclude a service level agreement with SAWS that includes performance measurement and a scorecard, and payment will generally be made within 30 days of invoice receipt. Joint ventures, consortia and partnerships must submit a signed teaming agreement, and subcontracting arrangements must be evidenced. Note that the tender documents do not state the estimated contract value, the panel size, the contract duration or a detailed list of maintenance categories, so interested bidders should obtain the full specifications and terms of reference (Annexure F) from the eTenders portal before pricing. Participation offers the benefit of a multi-year, multi-province panel relationship with a national public entity.
This tender is suited to registered building and maintenance contractors, facilities management companies and general construction firms with proven experience in maintaining commercial, technical or government buildings. Businesses that can operate across multiple provinces, or that have the capacity to respond to maintenance requests at remote sites such as radar installations, will be best placed. Bidders must have approved operational premises, relevant accreditation, a valid tax compliance status and, ideally, a recognised B-BBEE level to claim preference points. Small, medium and QSE-level contractors with B-BBEE credentials may benefit from the specific goals allocation. Joint ventures and consortia can also apply, provided they submit a signed teaming agreement and separate tax compliance documentation for each party.
