Overview

Summary

Appointment of an electrical contractor to re-commission and repair existing solar street lights and install new units, with associated cabling and security fencing, at Atlantis SEZ Zone 1. Works must meet SANS and NRS standards and withstand coastal conditions. Closes 20 November 2026.

Detailed Description

Atlantis Special Economic Zone SOC Ltd has issued RFQ 044 2026 for the appointment of a contractor to re-commission and repair existing solar street lights, install new solar street lights, and carry out associated electrical cabling and security fencing works in Zone 1 of the Atlantis SEZ in the Western Cape. The scope covers the full electrical works lifecycle, from restoring non-functional lighting assets to designing and installing new infrastructure. Electrical designs must be completed with reference to a non-exhaustive list of South African and international standards, including NRS 044 and NRS 074-1 for electrical works and underground distribution, SANS 10142-1 for low-voltage wiring, SANS 10198 for the selection and installation of power cables, and the SANS 62305 series for lightning protection. Compulsory specifications VC 8035 (earth leakage protection units) and VC 8075 (electric cables) also apply, along with other listed SANS and IEC standards for switchgear, conduit systems, surge protection and metering.

The specification places strong emphasis on installation quality and durability in a coastal environment. Equipment must be selected to withstand both environmental (coastal) and electrical conditions. Cable works must follow strict requirements for drum handling, bending radii, pulling methods, sleeve inspection, lug and ferrule crimping (hydraulic crimping with hexagon dies for conductors of 16 mm² and above), cable tagging at both ends, and uPVC conduit protection of 110 mm Class 9 pipe where cables cross roadways, paved areas or enter buildings. Where cable trays are required, the specification calls for hot-dipped galvanised wire mesh trays (O-Line Gridspan GS75 or approved equivalent) mounted on P1000 Unistrut at intervals not exceeding 2 m, with defined structural load requirements and fire-protection measures at wall and barrier penetrations. Cabling is measured and paid on actual installed lengths, and wastage is for the contractor's account. Joints are only permitted with prior written approval from the Engineer.

From a procurement perspective, bidders must be registered on the Central Supplier Database (CSD) and must complete the mandatory declaration forms, including declarations of interest, past SCM practices, tax and CSD details, and a sworn affidavit confirming independent bidding. Evaluation uses a preference point system, with B-BBEE status level of contribution as a scoring factor; the applicable split (80/20 or 90/10) depends on the estimated value of the bid. Subcontracting must be declared in the bid response, with the percentage, subcontractor name, B-BBEE level and EME/QSE status stated. Bidders should also complete Table C on recent contracts with organs of state and disclose any past contract terminations for non-performance. The bid closes on 20 November 2026. Interested parties should review the full RFQ document and specifications before submitting a response.

Suitable Businesses

This tender is suited to registered electrical contractors and solar lighting specialists with proven experience in street lighting, solar systems, and low-voltage cable installation. Businesses should be able to demonstrate knowledge of SANS 10142-1, NRS 044, NRS 074-1, SANS 10198 and lightning-protection standards, and experience installing equipment in coastal environments. Civil or fencing contractors with electrical capability may suit the security fencing component if they partner with a qualified electrical firm. Bidders must be CSD-registered, able to complete the required WCBD and SBD declaration forms, and hold valid B-BBEE documentation. Exempted Micro Enterprises (EMEs), Qualifying Small Enterprises (QSEs) and Black-owned businesses may benefit from preference points. Consortia and joint ventures are eligible, provided they submit consolidated B-BBEE documentation for this tender.
