City of Cape Town seeks suppliers to manufacture, supply and deliver 11kV MV cable joints, terminations, bushing boots, lugs and ferrules for up to 36 months. Bidders must provide type-test evidence, and successful contractors must also deliver training for each category. Closes 10 December 2026.
The City of Cape Town (CCT) has issued tender 123G/2026/27 for the manufacture, supply, delivery and off-loading of accessories for medium voltage power cables. The contract runs for a period not exceeding 36 months from commencement. The scope covers jointing and termination accessories for 11 kV paper-insulated (PILC) and cross-linked polyethylene (XLPE) underground cables, governed by the CCT specification CEE 26 and aligned with SANS 1332, SANS 10198-10 and 10198-11, SANS 60502-4, NRS 075 and related standards. The tender is divided into nine categories: straight-through joints (cast iron, silicone-filled and heat-shrink), straight-through and transition joints, indoor and outdoor heat-shrink terminations, fully screened indoor terminations, bushing boots and unscreened separable connectors, torque-shear lugs, and torque-shear ferrules. Each item is priced per unit, excluding VAT, with delivery periods stated in weeks from the official purchase order. Quantities in the specification are approximate annual estimates only, and the CCT does not guarantee any minimum order volume.
Key requirements are strict and technical. Bidders must submit fully illustrated technical data, bills of materials, jointing instructions, and copies of type-test cover sheets and results for every item offered. Only identical, type-tested products are acceptable, and kits must be complete original kits assembled by the original equipment manufacturer (OEM). Non-OEM tenderers must provide a letter of authorisation from the manufacturer confirming their authorised reseller status for the contract duration. Tenderers must commit to a single manufacturer and model per category, and the CCT intends to appoint a main and an alternative contractor per category. Suppliers must also provide a Health and Safety Plan, a company organogram, a Quality Assurance certificate (SANS 9001 or equivalent), and a monthly project labour report with each invoice. Samples may be requested during clarification. Successful contractors must also provide awareness, supervisor and hands-on certified training for their products, at CCT facilities in Bloemhof and Brackenfell. The CCT applies a 90/10 price and preference points system, with additional points for specific goals such as B-BBEE and SME participation. Tender documents are available from the CCT tender office at a fee of R200 for hard copies, or free of charge for website downloads. A clarification meeting is scheduled for 19 November 2026, although attendance is not compulsory. The closing date is 10 December 2026 at 10:00.
For the successful bidder, the benefits include a multi-year supply relationship with one of South Africa's largest metropolitan electricity distributors, with two-award structures that offer both primary and secondary volume allocation. The contract also provides a predictable pipeline of high-volume standard products across nine categories, and it allows for contract price adjustment instead of fixed rates for the full contract period. Potential risks include strict technical compliance requirements, the need for OEM authorisation and full supply-chain documentation, penalties for late delivery of 0.5% per week capped at 10% of the value of overdue goods, and the obligation to deliver training. Companies with strong manufacturing or distribution links to recognised cable accessory OEMs, proven type-test records, and experience supplying utilities will be best placed to compete.
This tender suits electrical component manufacturers, OEMs and authorised distributors of medium voltage cable accessories with type-tested products to SANS 1332 and related standards. Electrical contractors and wholesalers that can secure written OEM authorisation and demonstrate a full supply chain may also apply. Companies must be able to provide technical documentation, meet SANS 9001 or equivalent quality requirements, deliver certified training, and maintain stock for rapid delivery. Small and emerging suppliers may benefit from the specific-goals preference points, particularly through subcontracting or joint-venture arrangements with established OEMs. Businesses without medium voltage cable accessory expertise, or those unable to meet the strict type-test and OEM requirements, should not apply.
