The Western Cape Government: Health (Directorate: Supply Chain Management) is seeking a service provider for a 60-month preventative maintenance, servicing and repair contract for the specialised laundry equipment at Lentegeur Central Laundry in Cape Town. The equipment covered includes Kannegiesser tunnel washing lanes (with overhead monorail conveyors, weighing stations, detergent and auxiliary chemical stations, membrane power presses, shuttle and take-off conveyors, and five PD120 driers), a Kannegiesser ironing line (automatic feeder spreader, flatbed ironer and automatic folder/stacker), a garment finishing lane (roto loaders, hanger conveyor, tunnel finisher and robo folder), and automatic towel and blanket folders. The scope also covers repair of steam leaks, steam traps and air leaks in the factory when required.
The contractor must provide a permanently stationed, knowledgeable technician for the laundry's normal working hours (06:30 to 16:00, Monday to Friday, including public holidays), with a suitable replacement available when the permanent technician is absent. Duties include routine servicing according to manufacturer manuals, daily blowdowns, weekly walk-about inspections, periodic preventative maintenance inspections (weekly, monthly and annual routines, with production stoppages limited to one day per month and about two days per year, scheduled over weekends), breakdown and corrective maintenance, and the repair or replacement of damaged components. Clogged tunnel washers must be attended to within 10 minutes, and steam and water leaks must be addressed immediately. The contractor must also maintain a plant register, machine ID plates, logbooks, job cards, maintenance reports (submitted within seven days of each routine service), monthly formal meetings, quarterly meetings and quarterly spares usage reports. Emergency after-hours callouts on weekends and public holidays must be authorised in writing by the Laundry Manager. Spare parts must be readily available and are charged with a 15% mark-up, and replaced parts carry a manufacturer-equivalent guarantee of at least one year. Performance penalties apply for failures such as missed staffing, late preventative maintenance, delayed repairs and unattended clogging or leaks.
Pricing must be submitted on the WCBD 3.2 schedule, with monthly rates for an assistant, a technician, or both (so the Department can select the most cost-effective option), plus routine maintenance, estimated repair hours, mileage and spares. Prices are firm for the first 12 months, after which a cost-of-living escalation applies. Bidders must attend the compulsory briefing and site visit on Tuesday, 24 November 2026 at 10:00 at Lentegeur Laundry, Highlands Drive; failure to attend invalidates the bid. Bids close on 4 December 2026 at 11:00 and must be submitted in sealed envelopes to the bid box at the Department of Health Supply Chain Management offices (M9 Building), Karl Bremer Hospital, Bellville. Bidders must be registered and compliant on the Central Supplier Database, provide a valid tax compliance status PIN, and complete the preference point claim forms (WCBD 6.1 and WCBD 4). The bid is evaluated under the 80/20 or 90/10 preferential procurement system depending on value, and offers remain valid for 120 days. The tender is subject to the General Conditions of Contract (July 2010).
This tender is best suited to established industrial laundry equipment service companies, particularly those with experience maintaining Kannegiesser or comparable tunnel washer, ironing and folding systems, and with access to OEM parts and technical manuals. Businesses should have qualified mechanical, electrical and steam/pneumatic technicians who can be permanently stationed on site, or provide reliable replacements, and the capacity to hold a spares stock and respond to after-hours emergencies. Bidders must be registered and compliant on the Central Supplier Database, have a valid SARS tax compliance PIN, and be prepared to provide B-BBEE documentation for preference points. Companies that cannot attend the compulsory site briefing on 24 November 2026, or that cannot commit to a five-year service relationship, should not apply. Small, medium and black-owned enterprises may qualify for preference points, but they must still meet the technical and staffing requirements.
