Overview

Summary

A three-month contract for a registered waste service provider to collect, separate, transport and dispose of general and hazardous waste at SABS sites in Pretoria and Nefta. Bidders must hold valid waste transport licences and NEMA Section 20 permits, and rebates from recyclables are credited to SABS.

Detailed Description

The South African Bureau of Standards (SABS) has invited suitably qualified, registered waste service providers to submit quotations for the collection, separation, transportation and proper disposal of general and hazardous waste. The services cover SABS Groenkloof in Pretoria and the Nefta site for a period of three months (90 days). The contract requires a managed waste service that uses appropriate, legally compliant disposal methods and includes the recovery and separation of recyclables.

The defined scope at SABS Groenkloof includes two compactable skips serviced eight times per month, five non-compactable skips serviced four times per month, and one lockable confidential-waste skip serviced once per month. The Nefta site requires one compactable skip serviced once per month. Bidders must price management fees, consumables, and two on-site waste sorters, with a fixed allowance of R12,200 per month referenced in the scope. Quotations must be provided as a monthly cost and must be all-inclusive of VAT, transportation, disbursements and, where applicable, forward cover for foreign currency. Bidders must also quote for rebates from recyclables, which will be credited to SABS. SABS will not make advance payments; payment is made only after services are delivered.

Mandatory requirements are strict. Bidders must hold valid, unexpired waste management transporter licences from the City of Tshwane, City of Ekurhuleni and City of Johannesburg, and a valid waste permit under Section 20 of the National Environmental Management Act (NEMA), which may be held by a third-party facility. Bidders must also provide a valid COIDA compensation letter and legal liability insurance covering general and hazardous waste. Bidders who do not meet these requirements will be disqualified. Qualifying bidders are scored on functionality out of 100: company experience in waste management and recycling (60%) and contactable reference letters from relevant clients within the past five years (40%), with a minimum threshold of 70%. Successful bids are then evaluated on the 80/20 preference point system, with 80 points for price and 20 points for specific goals (B-BBEE ownership, black women ownership, and disability ownership), supported by the SBD 6.1 preference claim form.

For the successful provider, the contract offers a defined, recurring revenue stream from a public institution and a clear monthly pricing structure. For SABS, it ensures compliant handling of hazardous and confidential waste, improved waste segregation, and recovery of value from recyclables. Interested bidders should note the required submission channels: quotations are to be emailed to Ntobeko.Mweli@sabs.co.za, and all enquiries must go to Lethabo.nedondwe@sabs.co.za. Please verify the closing date before submitting: the eTenders listing shows 10 November 2026, while the RFQ document states 10 August 2026 at 12:00. Bidders should confirm the correct deadline directly with SABS.

Suitable Businesses

Registered waste management companies and waste service providers that hold valid waste transporter licences from the City of Tshwane, City of Ekurhuleni and City of Johannesburg, a Section 20 NEMA waste permit (in-house or via a third-party facility), a valid COIDA letter and legal liability insurance. Businesses with hazardous and confidential waste handling experience, recycling and rebate capacity, skip fleet and on-site sorting capability, and at least five years of relevant experience with recent, contactable client references are best placed to bid. Gauteng-based providers are strongly suited, given the Pretoria and Nefta locations. Small and medium businesses that meet the mandatory requirements and B-BBEE ownership criteria are also eligible to compete.
