Transnet National Ports Authority seeks a contractor for as-and-when-required galley (ship kitchen) waste removal at the Port of Cape Town for six months. Bidders need City of Cape Town hazardous-waste permits, accreditation and access to a licensed Class A landfill. Estimated value does not exceed R50 million.
Transnet National Ports Authority (TNPA), an operating division of Transnet SOC Ltd, has issued Request for Quotation (RFQ) TNPA/2026/10/2384/13718/RFQ for the provision of galley waste removal services in the Port of Cape Town. Galley waste is the food and kitchen waste generated on vessels calling at the port, and it must be collected and disposed of in line with South African environmental and municipal regulations. The contract runs for six months on an as-and-when-required basis, so the appointed service provider will collect waste only when vessels request it, rather than under a fixed schedule. The estimated value of the requirement does not exceed R50,000,000 (including all applicable taxes). The RFQ was issued on 2 November 2026. A non-compulsory briefing will be held on 9 November 2026 at 10:00 at the Procurement/HR Building, 34 South Arm Road, Waterfront, Cape Town. Clarification queries must reach TNPATenderEnquiriesCPT@transnet.net by 16:00 on 11 November 2026. Submissions close on 12 November 2026 at 12:00, and bids must be uploaded to the Transnet eSupplier Portal at least one day before the deadline. Pricing must be completed electronically on the portal, and paper pricing schedules will not be accepted. Late submissions are not accepted.
The work is hazardous-waste related, and the mandatory returnable documents reflect this. Bidders must submit a valid landfill site waste management licence issued by the Department of Forestry, Fisheries and the Environment (DFFE) for one of two Class A (hazardous) facilities, or a Service Level Agreement with a licensed landfill owner. They must also provide a valid dated certificate of accreditation with the City of Cape Town, a City of Cape Town permit for handling and transporting hazardous material, and valid permits or licences for all trucks and equipment used to carry hazardous waste. Essential returnable documents include the completed SBD forms, the Quotation Form with the completed price schedule, the RFQ Declaration and Certificate of Acquaintance, the Specific Goals Points Claim Form, the Protection of Personal Information form, the Supplier Integrity Pact, a valid SARS Tax Clearance PIN or Letter of Good Standing, and valid liability insurance cover. The successful bidder must keep all returnable documents valid for the full contract duration. Transnet may also run a security clearance process for personnel and subcontractors, and the bidder is responsible for obtaining that clearance. Subcontracting requires Transnet approval, and undeclared subcontracting can attract a penalty of up to 10% of contract value.
Evaluation follows a two-stage process. Stage one checks administrative and substantive responsiveness, including compliance with the mandatory documents above. Stage two uses the 80/20 preference point system, where 80 points are awarded for price and up to 20 points for specific goals. Specific goals include B-BBEE contributor status levels 1 or 2 (5 points), at least 30% black women ownership (5 points), ownership by persons with disabilities (5 points), and enterprises located in the specific province or municipal area where the work will be done (5 points). Bids must remain valid for 60 business days from the closing date. Transnet reserves the right to negotiate a market-related price, to split the award, or to cancel the process. Note that the detailed technical specifications sit in Annexure A, and the deliverables section of the Schedule of Requirements was not completed in the documents reviewed, so interested bidders should obtain Annexure A before preparing a response.
This tender suits licensed waste management and hazardous waste transport companies that already hold, or can quickly obtain, City of Cape Town accreditation and a City of Cape Town permit for handling and transporting hazardous material. Bidders need access to a DFFE-licensed Class A (hazardous) landfill, either directly or through a Service Level Agreement, and permitted trucks and equipment. Maritime services providers, port logistics companies and environmental service providers with Cape Town port experience are also well placed. Small and medium enterprises, black-owned businesses, businesses owned by women or persons with disabilities, and Cape Town-based companies can benefit from the specific goals points. Companies without hazardous-waste credentials or the ability to meet the mandatory document requirements should not bid. Businesses should also be ready to submit tax, insurance and B-BBEE documentation and to price electronically through the Transnet eSupplier Portal.
