Appointment of a contractor to run day-to-day operations of the Krantzfontein Landfill Site in Kokstad for 36 months, covering regulatory compliance, cover material, leachate management, recycling facility and access roads. Requires landfill experience, qualified key personnel and owned or leased plant. Closes 7 December 2026.
The Greater Kokstad Municipality in KwaZulu-Natal is inviting proposals from experienced service providers to manage the Krantzfontein Landfill Site for a period of 36 months from the date of appointment. The site has been operating since November 2020 and is now the municipality's only disposal site following the closure of the Shayamoya Landfill. The contractor will be responsible for ensuring the site operates in full compliance with the National Environmental Management: Waste Act and the conditions of its operational licence issued by the provincial environmental authority. Core duties include operating and recording incoming and outgoing waste through the weighbridge, supervising waste deposits, compacting and covering waste daily, managing dust suppression, stormwater drains and boundary fencing, and submitting monthly reports and waste data to the South African Waste Information Centre (SAWIC).
The Bill of Quantities sets out the principal work items. These include fixed monthly charges for plant, personnel and equipment; acceptance of builder's rubble suitable for cover material and temporary road construction; importing and spreading cover material from a borrow pit; regravelling and maintaining a 2 km access road and internal roads with a 150mm G5 gravel layer; transporting contaminated runoff and leachate to an off-site treatment facility; and quarterly leachate removal. Additional items cover an annual external landfill audit, quarterly independent compliance monitoring, repairs to the weighbridge and SCADA system, razor wire maintenance, signage, and occupational health and safety obligations. The project also requires establishing and managing a fully equipped recycling facility, including market linkages for recyclables and support for recyclers through protective clothing, laminated identity cards and chemical toilets. The Bill of Quantities further includes composting facility operations covering organic waste reception, shredding, windrow management, screening and compost storage. Provisional sums are included for leachate pumping, the external audit, compliance monitoring, infrastructure repairs and signage. Unit rates must be quoted by the bidder.
Bidders are evaluated in two stages. First, functionality is scored out of 100, with a minimum of 70 points required to proceed. Scoring covers plant and machinery (20 points: a 20-ton excavator, TLB, 10-ton tipper truck and D6 dozer, each supported by ownership or lease proof and logbooks), proof of at least one to five or more landfill management projects for municipalities or government departments with a minimum value of R5 million each (50 points), and key personnel (30 points: a full-time environmentalist registered with EAPASA and a full-time site agent or manager who is a registered professional engineer with ECSA, each with at least five years' post-registration experience). Second, price and specific goals are scored on an 80/20 system. Specific-goal points are available for businesses owned at least 50% by black persons or black women, and for businesses located in KwaZulu-Natal. Mandatory documents include a CSD report, SARS tax compliance status, MBD forms 1, 4, 5, 8 and 9, and proof that the company and its directors do not owe municipal rates or charges for more than 90 days. Joint ventures are permitted but must meet the stated requirements.
The project offers a 36-month contract with a municipal client and a chance to establish a revenue-generating recycling operation. Note that the Terms of Reference cover page refers to 12 months, while the advert, Bill of Quantities and project timeframe specify 36 months. Bidders should confirm the contract period with the municipality before submitting. A compulsory briefing takes place on 12 November 2026 at 11:00 at Adam Kok III Building, 75 Hope Street, Kokstad. Sealed bids must reach the tender box at the same address by 12:00 on 7 December 2026, with late submissions not accepted.
Waste management companies with a proven record of managing landfill sites for municipalities or government departments are the primary target. Earthworks, civil and plant-hire contractors that own or can lease a 20-ton excavator, TLB, 10-ton tipper truck and D6 dozer, and can supply roadworks and gravelling, are also well suited, particularly as part of a joint venture. Environmental consultancies and engineering firms with EAPASA- and ECSA-registered professionals can bid for key personnel roles or for the audit and compliance monitoring work. Recycling businesses, cooperatives and SMMEs, particularly those based in KwaZulu-Natal and owned by black persons or black women, can benefit from the recycling facility component and earn specific-goal points. Bidders must be CSD-registered and tax compliant, able to show that the company and its directors have no municipal rates or service arrears over 90 days, and free of any restrictions or defaults with government institutions.
