The Passenger Rail Agency of South Africa (PRASA) has issued a re-advertised Request for Quotation (RFQ) for the supply, delivery, and commissioning of three AdBlue self-bunded bulk storage tanks with dispensing equipment. The tanks will be installed at PRASA's bus depots in Cape Town (one 10,000-litre tank), Harmony (one 20,000-litre tank), and Pretoria (one 20,000-litre tank). PRASA has procured new MAN buses fitted with Euro 5 SCR engines, which require AdBlue to operate, and the next batch of buses will use Euro 6 engines with the same requirement. Each tank must be an above-ground, ISO 22241-compliant system designed for storing and dispensing AdBlue for commercial fleets with a capacity of 10,000 litres or more. The buses will be topped up with AdBlue during the pre-trip inspection at each depot, so the dispensing equipment must support metered, contamination-free filling and accurate stock control.
The scope covers the full supply chain: manufacturing, delivery, installation, and commissioning at all three sites. Bidders must submit a pricing schedule on company letterhead in South African Rand, inclusive of all applicable taxes, on a fixed-price basis with a cost breakdown and any price escalation formula. Mandatory requirements include a signed joint venture or consortium agreement where applicable, certification proving ISO 22241 compliance, and contactable reference letters from previous customers for which the bidder supplied and installed an AdBlue self-bunded bulk storage system with dispensing equipment. Reference letters must be on the customer's letterhead, describe the work performed, and include the contact person's name, position, email address, and telephone number. PRASA may conduct a site visit to a referenced customer site to verify the product, so bidders must be able to provide such a site. Bidders must also hold a valid SARS tax compliance PIN, company registration documents, and a Central Supplier Database (CSD) registration number, and must complete all RFQ and declaration documents.
Evaluation is based on an 80/20 preference point system, with 80 points for price and 20 points for specific goals, including B-BBEE contributor status. Bidders must meet mandatory compliance requirements before price is evaluated. Responses must be hand-delivered in a sealed envelope to Umjantshi House, 30 Wolmarans, Braamfontein, Johannesburg, by 12:00 on 12 November 2026, and submission registers must be signed. Offers must remain valid for 60 working days from the closing date. Please note that the award is subject to PRASA securing budget allocation; PRASA may cancel the RFQ before award if funding is not secured, and bidders waive any claim arising from this.
