Bidders must evidence a live municipal reference site with 50,000+ consumer accounts and a functional ticketing system. Closes 3 December 2026.

Detailed Description

Rustenburg Local Municipality is seeking a service provider to provide, maintain and administratively support an on-site, integrated financial management and internal control solution for a five-year contract period. The system must comply with the Municipal Standard Chart of Accounts (mSCOA) under the Municipal Regulations on Standard Chart of Accounts (Gazette 37577) and MFMA Circular No. 80. It must host the seven mSCOA segments, classify transactions at transactional level, extract segmented data for upload to the National Treasury's Local Government Database, and provide full real-time integration between the general ledger and any third-party system with a direct impact on it. The municipality expects approximately 220 users and requires the solution to cover 14 business processes and 17 grouped functionality areas. These include corporate governance, municipal budgeting and planning, financial accounting, costing and reporting, project accounting, treasury and cash management, procurement and expenditure management, grant management, full asset life-cycle management, real estate, human resources and payroll, customer care and credit control, valuation roll management, land use and building control, revenue billing, industry-specific management and management information. The successful bidder remains solely responsible for performance, integration, availability, security, compliance, support and maintenance, including any third-party software, and must provide a single point of accountability. Pricing must be in South African Rand (VAT inclusive), with annual CPI-linked escalation from year two to year five, and must include once-off customisation, setup, testing, training and hand-holding costs, monthly and annual licence and hardware fees, and an indicative ad hoc specialist rate schedule.

Mandatory pre-qualification requires evidence that the proposed system is currently operating at one live municipal production site serving at least 50,000 active consumer accounts for more than five years. That site must run fully operational property rates management, prepaid and conventional electricity or water management, and at least one additional service such as sanitation or refuse removal. Bidders must also provide separate production, test/quality assurance, and training/demonstration environments available for verification, and a web-based issue logging, ticketing and service management system with SLA tracking, audit trail and reporting, proven at an existing municipal client. Bids must complete the mSCOA Technical Functionality Compliance Matrix (Annexure A) in Excel with supporting references, and submit a password-protected Excel file, a PDF version and a hard copy on a labelled USB. Technical functionality must score at least 75 out of 100. Evaluation is then weighted: functionality 85 points, company experience 5, project leader qualifications and experience 5, and data recoverability 5. The advert states a 90/10 price and specific goals split, while the MBD 6.1 form refers to 80/20; the advert takes precedence under the tender conditions. Bidders must also meet standard compliance requirements, including a valid CSD registration, tax compliance, municipal rates and taxes clearance, and MBD declarations. A compulsory briefing session takes place on 13 November 2026 at 09:00 at the municipality. Bids close on 3 December 2026 at 10:00 at the Missionary Mpheni House bid box, Cnr Beyers Naude and Nelson Mandela Drive, Rustenburg. Technical enquiries go to Ms Busisiwe Faku (014 590 3476) and procurement enquiries to Ms O. Serole (014 590 3566).

For the municipality, the contract provides a fully integrated, mSCOA-compliant financial system that reduces the need for separate procurement of individual functions, supports timely and accurate financial reporting to National Treasury, and strengthens internal controls, audit readiness and revenue management. For suppliers, the tender offers a substantial five-year contract with CPI-linked escalation and an opportunity to demonstrate established municipal delivery credentials. Successful delivery depends on proven live references, a robust support model and the ability to integrate third-party components seamlessly, so bidders should assess their readiness against these mandatory requirements before preparing a submission.

Suitable Businesses

This tender is most relevant to software vendors and ICT firms that already have a live, mSCOA-compliant municipal financial management system, particularly those with a reference site of at least 50,000 active consumer accounts operating for more than five years. Suppliers should also have experience in property rates, prepaid electricity and water, and sanitation or refuse management, plus the capacity to maintain separate production, test and training environments and a web-based ticketing system. Systems integrators, implementation partners and consortia or joint ventures may apply where they combine the required system ownership or licensing with local government implementation and support expertise. Businesses without a live mSCOA reference site, or those unable to meet the CSD, tax, municipal rates and taxes and MBD compliance requirements, should not apply directly.
