Overview

Summary

Supply of an automated annual financial statements (AFS) tool and software solution to Koukamma Municipality for a three-year period. Suppliers must provide licensing, implementation, and support to streamline municipal financial reporting.

Detailed Description

Koukamma Municipality is seeking a qualified service provider to supply an automated tool and software solution for the preparation of its Annual Financial Statements (AFS) over a three-year contract period. The solution is intended to support the municipality's statutory financial reporting obligations under the Municipal Finance Management Act (MFMA) and the reporting standards applicable to local government in South Africa, including compliance with the Standards of Generally Recognised Accounting Practice (GRAP). The requirement covers the provision of the software licence or subscription, system configuration, data migration where applicable, user training for finance staff, and ongoing technical support and maintenance throughout the contract term.

The automated AFS tool is expected to reduce manual preparation effort, improve accuracy and consistency of financial statements, and shorten the year-end reporting cycle. Prospective bidders should expect to demonstrate that their solution can generate complete AFS packages, including statement of financial position, statement of financial performance, cash flow statement, changes in net assets, notes to the financial statements, and supporting schedules. Functionality such as trial balance mapping, audit trail capability, reconciliation support, and integration with the municipality's existing financial management system may be considered in evaluation.

Successful bidders will be required to meet the mandatory requirements set out in the bid documentation, including tax compliance, CSD registration, and B-BBEE certification where applicable. Evaluation is likely to follow the 80/20 or 90/10 preferential procurement framework under the Preferential Procurement Regulations, considering both price and functionality. Interested companies should review the full tender document (T 11 2026) carefully, as detailed specifications, pricing schedules, and submission requirements are contained within it. Bids close on 4 December 2026, and late or incomplete submissions are typically not considered.

Suitable Businesses

Software developers and vendors specialising in municipal or public-sector financial management systems, accounting software providers with GRAP-compliant reporting tools, and ICT solution integrators with experience in local government finance. Accounting and financial consulting firms offering AFS preparation tools or managed reporting solutions may also be suitable. Businesses should have CSD registration, a valid tax compliance status, and demonstrable experience supporting South African municipalities.
