Ethernet to Digital I/O Devices and CAT5 Cable Supply

Air Traffic and Navigation Services SOC Ltd (ATNS), South Africa's state-owned provider of air navigation services, has issued a request for quotation for the appointment of a service provider to supply and deliver three (3) Brainboxes ED-008 Ethernet to Digital I/O devices and one (1) 100-metre length of CAT5 cable. The tender is classified under Supplies: Computer Equipment and is reference ATNS/RFQ19/10/2026/27/RDI-BONISA. Bids close on 9 November 2026 at 11:00, and offers must remain valid for 60 days from the closing date. The bid is governed by the Preferential Procurement Policy Framework Act, 2000 and the Preferential Procurement Regulations, 2022, and it uses the 80/20 preference point system, under which 80 points are awarded for price and 20 points for B-BBEE specific goals.

The requirement covers the Brainboxes ED-008 device, an Ethernet-to-digital input/output unit used to connect digital signals to a network. Bidders must price the three devices and the 100m CAT5 cable separately on the prescribed pricing schedule (SBD 3.3), with all prices inclusive of associated costs for supply and delivery. VAT is calculated at 15%, and the pricing schedule must be completed in full, as incomplete schedules may result in a bid being declared non-responsive. Bidders are asked to indicate whether they are the Original Equipment Manufacturer (OEM) or an authorised distributor or reseller. Resellers must attach a valid OEM authorisation letter. Bidders must also state whether they are submitting as an individual bidder, joint venture, consortium or with sub-contractors, and any joint venture or consortium member must provide its own tax compliance status and CSD details.

Bids must be submitted in two parcels. Parcel A contains administrative and mandatory documents (Phase 1 and 2 evaluation), including the bidding structure declaration, bidder details, the Invitation to Bid, the declaration of interest, and the general declaration on independent bidding. Parcel B contains the price and specific goals documentation (Phase 3 evaluation), including the pricing schedule (SBD 3.3) and the Preference Points Claim Form (SBD 6.1). Mandatory supporting documents include a valid SARS Tax Compliance Status PIN, which must remain valid for 60 days from submission, or a CSD number where no PIN is available; a Central Supplier Database (CSD) report; CIPC company documents; shareholder certificates and shareholder ID copies; and a valid B-BBEE verification certificate or sworn affidavit for EMEs and QSEs claiming preference points. Foreign-based suppliers must complete an additional questionnaire and confirm whether they are the accredited representative in South Africa for the goods offered. Late bids will not be accepted, and failure to provide the required particulars may render the bid invalid.
