The Wholesale and Retail SETA (W&RSETA) invites bids for enterprise laptops, 2-in-1 devices, accessories, deployment services, warranty and support on an as-and-when-required basis for three years. Bids close 1 December 2026 at 11:00 via eTenders, with 80/20 preference points applying.
The Wholesale and Retail Sector Education and Training Authority (W&RSETA) has issued Bid WRSCM-2026/2027-0010 for the procurement of enterprise laptops, 2-in-1 devices, related accessories, deployment services, warranty and technical support. The contract is structured on an as-and-when-required basis over a period of three years, meaning the W&RSETA will place orders for equipment and services as its needs arise rather than committing to a single fixed delivery. The bid is classified under Supplies: Computer Equipment and was published on 6 November 2026 with a status of draft. Bids must be submitted electronically through the eTenders portal (www.etenders.gov.za), and physical submissions will not be accepted unless otherwise stated. The closing date and time is 1 December 2026 at 11:00, and bids remain valid for 120 days from the submission date. No compulsory briefing session applies.
Bidders must submit a complete response that includes a compliance document, a technical proposal and a price proposal, along with the prescribed Standard Bidding Documents, including the Invitation to Bid (SBD 1), Declaration of Interest (SBD 4) and Preference Point Claim Form (SBD 6.1). Prices must be quoted in South African Rand and must include VAT and any applicable disbursements. Suppliers must be registered on the Central Supplier Database (CSD) and provide a valid Tax Compliance Status PIN or CSD number, as no contract will be concluded with a bidder whose tax matters are not in order. The evaluation uses the 80/20 preference point system, allocating 80 points to price and 20 points to specific goals, such as Historically Disadvantaged Individual (HDI) ownership, women and youth ownership, disability ownership, EME/QSE status, and local economic promotion. Consortia and joint ventures must submit a signed agreement identifying the lead partner and percentage contributions. Subcontracting is limited to 25% of the contract value and must be supported by a signed agreement. The W&RSETA may also conduct presentations or proof-of-functionality sessions with shortlisted bidders and may negotiate with preferred bidders before award.
The contract will be governed by the General Conditions of Contract (GCC) and the Preferential Procurement Policy Framework Act and its 2022 Regulations. Under the standard GCC, goods must be new, unused and of current models, and carry a warranty against defects, with a default warranty period of twelve months unless the Special Conditions of Contract specify otherwise. Successful bidders must provide a performance security within thirty days of award and sign a written contract (SBD 7). Payment is due within thirty days of a valid invoice, and penalties apply for late delivery. Bidders should review the full bid document, pricing and specification files carefully, as the specific equipment quantities, technical specifications and any special conditions are contained in the supporting documents. The W&RSETA reserves the right to cancel the bid before award, and bids found to involve collusion, fraud or corruption will be rejected. Any bidder whose directors are in the service of the state is ineligible to bid.
This tender is best suited to authorised IT hardware resellers, distributors and original equipment manufacturer (OEM) partners that can supply enterprise-grade laptops and 2-in-1 devices, along with accessories. ICT service providers with deployment, configuration and warranty support capability will also be relevant, particularly if they can deliver on an as-and-when-required basis over three years. Businesses should be registered on the Central Supplier Database and hold a valid Tax Compliance Status PIN. Small, medium and micro enterprises, and businesses with HDI, women, youth or disability ownership, may benefit from the 20-point specific goals component of the 80/20 preference system, provided they can supply the required documentary proof. Consortia and joint ventures are eligible, but must submit the required agreements and B-BBEE documentation. Companies without experience supplying enterprise IT hardware to public sector entities, or without the ability to provide nationwide warranty and support, should carefully assess their capacity before bidding.
