The South African Nursing Council (SANC) seeks a service provider to supply, install, test and commission a water backup system, including six 5,000-litre tanks (30,000 litres total), a dual booster pump system, perimeter security fencing and a borehole/municipal water changeover system. Closing date is 11 November 2026 at 12:00; a compulsory site briefing is held on 5 November 2026.
The South African Nursing Council (SANC) has invited quotations for the appointment of a service provider to supply, deliver, install, test and commission a complete water backup and pressure booster system at its Cecilia Makiwane Building in Arcadia, Pretoria. The project aims to ensure a reliable water supply, adequate pressure and safe operation of building water services, reducing dependence on municipal water and mitigating the impact of borehole failure, low yield or pump breakdown.
The scope includes six interconnected 5,000-litre water storage tanks (30,000 litres combined capacity) installed at ground level beside the existing borehole pump installation, together with all associated pipework, fittings, valves and supports. A dual-duty centrifugal booster pump system, configured in duty/standby operation, must supply the building's reticulation system and the existing 12,000-litre rooftop tank, with isolation and non-return valves, pressure gauges, pressure control, an electrical control panel with motor protection and automatic pump controls. The borehole will be the primary source for filling the storage tanks, while a manual or automatic changeover to municipal water must be provided. A 1.8-metre Clear View security enclosure with a lockable gate is required to protect the equipment. Electrical works must comply with applicable standards, including earthing and protection against overload, dry running and power fluctuations. Pricing is requested for a 36-month contract period, with year-by-year costs and estimated annual increases.
Deliverables include a commissioning report, as-built drawings, equipment datasheets, operation and maintenance manuals, electrical schematics, warranty documentation and test certificates, with a minimum 12-month warranty from practical completion. The contractor must also remove all construction waste and submit a Waste Disposal Certificate or equivalent proof of disposal before the project is considered complete. Bidders must hold a valid CSD registration, a SARS tax compliance PIN, a Department of Labour good standing letter (letters to tender are not accepted), at least three reference letters for similar projects completed within the past three years, and attendance of the compulsory site briefing. Evaluation is based on the 80/20 preference point system, with 80 points for price and 20 points for specific goals (black ownership, black women ownership, black youth ownership and disability ownership), supported by the required documentary proof. Quotations must be delivered to the SANC tender box by 12:00 on 11 November 2026 and remain valid for at least 60 days.
Suited to registered plumbing, mechanical and water-engineering contractors with experience in commercial booster pump systems, borehole integration and water storage installations. Bidders must hold valid CSD registration, SARS tax compliance, a Department of Labour good standing letter and three recent reference letters for comparable projects. Qualifying Black-owned, Black women-owned, Black youth-owned and disability-owned enterprises may benefit from specific goals points. Small and medium enterprises with suitable technical capacity and the ability to attend the compulsory site briefing on 5 November 2026 are encouraged to apply.
