Hessequa Municipality, located in the Western Cape (Riversdale), is inviting tenders for the supply and delivery of prefabricated cold premix, hot mix asphalt and bitumen treated base (BTB) materials. The contract runs from the date of appointment until 30 June 2029 and supports the Municipality's ongoing road construction, repair and maintenance programme. Materials must conform to the technical specifications set out in the tender's Specifications document, and pricing must be submitted on the prescribed Pricing Schedule. Tenders are evaluated in terms of the Preferential Procurement Policy Framework Act (Act 5 of 2000), the Preferential Procurement Regulations, 2022 and the Municipality's own Preferential Procurement Policy, with 80 points allocated to price and 20 points to B-BBEE contribution. A separate Functionality Evaluation document sets out the minimum criteria bidders must meet to be considered further.
Bidders must submit the fully completed original tender document in a sealed envelope, clearly endorsed with the tender number, title and closing date, to the tender box at the Hessequa Municipality Absa Building, corner of Dickson and Church Streets, Riversdale, by 12:00 (GMT+2) on Friday, 04 December 2026. Tenders must remain valid, irrevocable and open for acceptance for 90 days after the closing date. Late bids, and bids submitted by email or fax, will not be accepted. Tender documents cost a non-refundable R200.00 per set and are payable by cash or bank deposit; an electronic copy may also be requested from the Supply Chain Management office. Questions must be submitted in writing to leanne@hessequa.gov.za at least 10 days before closing, and responses will be distributed to all tenderers who purchased the document.
Suppliers not yet registered on the Central Supplier Database (CSD) are required to register without delay, and the Municipality reserves the right not to award to unregistered suppliers. Bidders must include a valid original tax clearance certificate, a valid B-BBEE certificate, and certified copies of directors' and owners' identity documents. The Municipality reserves the right to withdraw, re-advertise or reject any tender, and it is not bound to accept the lowest bid. This contract offers a multi-year supply opportunity for asphalt and road-material suppliers, with the potential to build a stable, long-term relationship with a local municipality.
