Detailed Description

Johannesburg Water SOC Ltd has issued a Request for Quotation (RFQ JW0100DM26) for the supply, delivery, installation, configuration, integration, testing and commissioning of security turnstiles at its head office in the Turbine Hall, 65 Ntemi Piliso Street, Newtown, Johannesburg. The core scope is six single full-height octagonal turnstiles, integrated with an access control system. The turnstiles are electro-mechanical, run on 220V AC with battery backup, and must support fail-safe or fail-secure modes, fire alarm integration, normally open dry-contact integration with access and attendance systems, and no exposed wiring. They must be suitable for indoor and outdoor use and be available in mild steel with epoxy powder coating, galvanised mild steel, or 304 brushed stainless steel. Installation requires a solid concrete base. The package also includes a fully height-lockable service gate with aluminium frames, two glass wall partitions, two magnetic locks for the service gates, emergency break-glass units, and directional rotation options, including key override.

The access control component covers fingerprint and facial recognition devices with a 4.3-inch touch screen, face mask detection, and capacities of 10,000 faces, 10,000 fingerprints, 50,000 cards and 150,000 events. The devices must support ISAPI, ISUP 5.0 and TCP/IP (IPv4 and IPv6). Other items include handheld metal detectors with batteries and chargers, 5 Mifare Classic 1K proximity access cards that must be compatible with the existing HID Fargo HDP5000 card printer, and 2x4-inch thermal label rolls for a Zebra ZD421D desktop printer. Quotations must be on company letterhead and submitted as PDF on the National eTenders portal (etenders.gov.za). Bidders must be registered on the Central Supplier Database (CSD). Mandatory documents include a valid PSIRA registration certificate, a completed Bill of Quantities or specification, product datasheets, reference letters, proof of certification, a valid tax clearance certificate or SARS PIN, a BBBEE certificate or compliant sworn affidavit, company registration documents with director IDs, and the MBD 4, 6.1, 8 and 9 forms. The evaluation uses the 80/20 system, with 80 points for price and 20 points for specific goals (51% or more black ownership). Quotes must include all applicable taxes and firm prices, and remain valid for 60 days from closing.

Key dates are a compulsory-where-applicable site briefing at the Turbine Hall on 10 November 2026 at 10:00, and a closing date of 17 November 2026. The closing time is listed as 12:00, although the source document shows it as "AM", so bidders should confirm the exact time on the eTenders portal. Late submissions will not be accepted. Queries can be directed to the Supply Chain Management contact, Dakalo Mavhunga (011 688 1611, dakalo.mavhunga@jwater.co.za), or the end-user contact, Seemela Mashego (011 688 1821, seemela.mashego@jwater.co.za). This opportunity offers a well-defined, single-site installation project with a public-sector client, and it suits suppliers that can deliver both the physical turnstile hardware and the integrated access control solution.

Suitable Businesses

This tender suits PSIRA-registered security integrators and access control specialists with experience installing full-height turnstiles and integrating biometric or card-based access systems with fire alarms and attendance systems. Electrical or civil contractors able to provide concrete bases and cabling may suit subcontracting roles. Authorised distributors or partners for the specified access control hardware, and firms that can supply and support the card and label consumables, may also be relevant. Businesses should be CSD-registered, able to provide a valid BBBEE certificate or compliant affidavit (particularly if they are 51% or more black-owned, to earn the 20 specific-goal points), and have the capacity to meet the 17 November 2026 deadline, attend the 10 November briefing, and provide firm, VAT-inclusive pricing. Small and medium suppliers that meet these criteria and have relevant installation references are well placed to bid.
