The Playhouse Company seeks qualified plumbing contractors to survey and reline corroded cast iron drainage pipework at its Durban theatre using trenchless CIPP methods. The project runs in two phases: a CCTV condition assessment followed by relining of instructed sections (provisional 300 m), with a 10-year guarantee on materials and workmanship.
The Playhouse Company, operator of a theatre venue at 231 Anton Lembede Street in Durban, invites bids from suitably qualified plumbing contractors to inspect and restore the building's original cast iron soil, waste and stormwater pipework, which shows signs of corrosion, scaling and leakage. The Employer intends to rehabilitate the system through trenchless cured-in-place pipe (CIPP) relining rather than replacement, avoiding disruption to walls, floors and finishes in an operating theatre. The contract is a measured contract with provisional quantities, re-measured on completion, and is delivered in two distinct phases with payment made only for lengths formally instructed and installed.
Phase 1 covers preparation, including locating and opening access points, clearing blockages, high-pressure water jetting and mechanical removal of root intrusions, followed by a full CCTV survey of all accessible lines (provisional 300 m) using a pan-and-tilt colour camera with chainage recording and defect coding to a recognised grading system. Contractors must deliver a condition report with a marked-up layout drawing, a defect schedule per line, labelled video records, and a per-line recommendation (no action, spot repair, full-length reline or replacement) with a priced Phase 2 proposal. Phase 2 may only proceed once the Employer accepts the report and issues written instructions; the Employer may increase, reduce or omit quantities. Phase 2 relining (provisional 300 m of 50-150 mm liner) requires mechanical descaling, pre- and post-lining CCTV, flow diversion or over-pumping to keep the building operational, installation of seamless felt, glass-fibre or hybrid liners cured with hot water, steam, ambient or UV methods, robotic reopening of laterals with top-hat seals, and reinstatement of all disturbed finishes. Materials must be solvent-free, low-odour epoxy or silicate resins suitable for occupied buildings, with no styrene-based resins indoors. Each line must pass water or air tightness testing to SANS 10252-2, and all work must comply with SANS 10400-P, ISO 11296-4/-7, the OHS Act and Construction Regulations 2014, and eThekwini Municipality by-laws.
Bidders must attend a compulsory site briefing, be registered on the National Treasury CSD, hold valid SARS tax compliance status, hold CIDB Grade 1 or 2 SO, and employ or contract a PIRB-registered plumber to sign off the works. Evaluation is based on functionality (minimum 70/100 points) covering CIPP experience with at least three references from the last five years (30 points), proposed relining system (25), key personnel including a registered plumber and artisan plumbers (20), equipment (10), and methodology and programme (15). A minimum 10-year written guarantee on relining materials and workmanship and a 12-month defects liability period apply from practical completion. Work must be carried out around the live performance schedule, with at least one working ablution facility per floor maintained at all times, daily waste removal, and the contractor held liable for any damage to the stage, auditorium, carpets and equipment.
Suitably qualified plumbing and drainage contractors with CIPP or trenchless relining experience in building drainage, CCTV inspection capability and CIDB Grade 1 or 2 SO registration. Applicants should hold a PIRB-registered plumber, be registered on CSD with valid tax compliance, and be able to supply three recent reference letters and certified liner installers. Businesses experienced in working in occupied public venues, under strict noise, flow and hygiene constraints, will be best placed to compete. Specialist CCTV survey firms may partner with a registered plumbing contractor, but the prime bidder must meet all mandatory requirements.
