Appointment of a PSIRA-accredited security provider for 24/7 physical guarding at two Office of the Valuer-General sites in Pretoria Central over 36 months. Bidders must supply a control room, patrol vehicles, and uniforms. A compulsory briefing is held on 3 November 2026; bids close 17 November 2026.
The Office of the Valuer-General (OVG) is seeking a suitably qualified and PSIRA-accredited security service provider to render 24-hour physical security guarding services, seven days a week including public holidays, for a period of thirty-six (36) months. The services cover two sites in Pretoria Central: the Praetor Forum Building (3rd Floor, 267 Lilian Ngoyi Street) and the Centre Walk Building (6th Floor, 266 Centre Walk, corner Thabo Sehume and Pretorius Street). Staffing is specified per site, with a day shift of 06h00 to 18h00 and a night shift of 18h00 to 06h00. The Praetor Forum site requires one supervisor and three officers on day shift and two officers on night shift. The Centre Walk site requires one supervisor and two officers on day shift and two officers on night shift. Posts must always be manned, relief arrangements must be in place, and gender representation should be maintained at 50% male and 50% female where operationally possible.
The scope of work is broad and operational. It includes enforcing access control and visitor registration, which requires the successful provider to supply and operate a digital access control and registration system. It also covers vehicle access control, scheduled and random indoor and outdoor patrols (hourly patrols are a key performance requirement), asset protection for both movable and immovable property, and the escort of master and other keys between OVG offices. Incident management is a significant component: the provider must report incidents immediately, conduct preliminary and comprehensive investigations, maintain chain of custody for evidence, and submit reports within prescribed timelines. Quarterly Threat and Risk Assessments for both sites and participation in monthly and quarterly performance review meetings are also required. Equipment and infrastructure requirements include a fully functional control room, an electronic occurrence book, a guard patrol monitoring system, base and handheld radios, detection equipment, and branded patrol vehicles. A compulsory corporate uniform, with a specified list of items and an annual reissue schedule, applies to all officers.
Mandatory requirements include a PSIRA company registration certificate and Letter of Good Standing, directors registered as PSIRA Grade A officers, COIDA and PSSPF good standing, public liability insurance of at least R1 million, an operational presence in Gauteng, and an established security control room. Joint ventures must provide documentation for each member. Bids are evaluated in four phases: mandatory requirements, functionality (minimum 60 points, covering the Security Manager, Security Operations Manager, company experience, track record and reference letters, and methodology), a site inspection (minimum 70 out of 100 points, covering communication systems, administrative and operational capacity, uniforms, and branded vehicles), and then price and preference on an 80/20 basis. Pricing must be submitted on the prescribed SBD 3 schedule, with all-inclusive hourly or monthly rates that comply with PSIRA and NBCPSS minimum wage and benefit requirements. A signed declaration of statutory compliance (Annexure A) is required. The contract value is not stated in the tender document. A compulsory briefing takes place on Tuesday, 3 November 2026 at 11:00 at the Praetor Forum Building. Bids close on Tuesday, 17 November 2026 at 11:00 and must be deposited in the bid box at the Praetor Forum Building. Enquiries can be directed to Mr GI Sekwale or Mr C Mokala at 012 036 3036 or 012 036 3119, or to ovgscp@ovg.org.za.
This tender suits PSIRA-registered security companies with an established Gauteng operation, a functional 24-hour control room, and the capacity to supply branded patrol vehicles and compliant corporate uniforms. Businesses should have at least several years of guarding experience, a Grade A-registered director, COIDA and PSSPF good standing, and R1 million public liability cover. The requirement for at least 50% female officers means companies with access to a diverse, deployable workforce are well placed. Joint ventures may apply if each member meets the documentation requirements. Companies that qualify for HDI, female ownership, or disability-owned preference points, supported by a valid CSD registration, can improve their evaluation position. Smaller guarding firms should consider whether they can meet the functionality and site inspection thresholds before bidding.
