Rustenburg Local Municipality (RLM) has invited bids for the appointment of a single service provider to render comprehensive cleaning and hygiene services at various municipal buildings for a period of 36 months, on an as-and-when-needed basis (Tender Reference RLM/DCD/0061/2026/27). The appointed contractor will supply all labour, cleaning equipment, machinery, chemicals, PPE, hygiene consumables and waste disposal, and will be expected to execute all work itemised in the pricing schedule. The tender is categorised under General Services and runs through a 80/20 preferential point system, with 80 points for price and 20 points for specific goals. The closing date is 26 November 2026 at 09:00.
The scope is broad and covers four main areas. General cleaning includes deep cleaning of offices, boardrooms, reception areas, corridors, staircases, strong rooms, archives, lifts and ablution facilities, along with the cleaning of walls, doors, ceilings, kitchens, carpets and upholstery. Floor care includes machine scrubbing, polishing, stripping and sealing, and cleaning of concrete, epoxy and paved surfaces. Window cleaning covers internal and external windows across multiple floors, glass facades and skylights. Specialist and high-access work includes rope access cleaning, working at heights, cleaning of buildings above three storeys, crane-assisted and cherry-picker work, atrium and solar panel cleaning, and scaffolding. Additional services include pressure cleaning, bird dropping removal, post-incident cleaning after flooding, sewage spillage, fire damage or construction work, and emergency call-outs during and after hours, on weekends and on public holidays. The hygiene component requires the supply, installation and maintenance of automated air fresheners, soap and sanitiser dispensers and refills, paper towel and toilet roll dispensers, and sanitary bins with servicing. Pest control covers rodent, cockroach, ant, flea, tick, bed bug, termite, bird and snake control, as well as fumigation and fogging.
Bidders should note the mandatory requirements. Hard copy bids must be submitted in sealed packaging with a clearly marked USB containing scanned documents, and bids that omit mandatory forms, use incorrect ink, or lack required signatures will be disqualified. Required documents include proof of payment of the non-refundable R750 document fee, a full Central Supplier Database (CSD) report registered at least seven days before closing, completed MBD forms (MBD 1, 3.1, 4, 5, 6.1, 8 and 9), a signatory resolution, and municipal rates and taxes statements for the company and directors. Certain certifications are listed in the advert as evaluation criteria, including National Contract Cleaners Association membership and registration as a pest control operator. Where applicable, CIDB grading and a signed joint venture agreement must be provided. Points for specific goals can be claimed for Rustenburg jurisdiction, rural or township location, and black, youth, women and disabled ownership, subject to verification through the CSD report. Bids remain valid for 90 days. Pricing is subject to annual CPI escalation in years two and three, and the municipality may reject prices that are significantly below market-related rates.
