Mossel Bay Municipality seeks service providers for refuse collection, open space cleaning and toilet cleaning in informal settlements from July 2027 to June 2030. Work is split into two zones and requires own vehicles, staff and a minimum functionality score of 68/85.
Mossel Bay Municipality invites tenders for the appointment of service providers to collect refuse, clean open spaces and clean communal toilets in informal settlements across its municipal area. The contract runs for three years, from 1 July 2027 to 30 June 2030, and is divided into Zone A and Zone B, with a preferred and an alternative bidder appointed for each zone. Bidders may tender for one or both zones. The work is an EPWP (Expanded Public Works Programme) project, so bidders are expected to employ and manage teams of general workers, team leaders, drivers and administrative staff, with a preference for residents of the Mossel Bay area who can communicate effectively with the communities served.
The scope includes collecting bagged household refuse from structures and designated collection points, moving waste on foot to vehicle-accessible points where roads are too narrow or terrain is difficult, and cleaning open spaces daily with the same-day removal of collected waste. Refuse collection is required twice weekly, and open space cleaning daily. Toilet cleaning covers communal toilets and the area within a 10-metre radius, with weekly schedules, disinfectant application using municipal supplies, and transport of waste to the Louis Fourie disposal facility or Kwanonqaba Transfer Station. Service providers must supply their own vehicles, tools and PPE (the municipality supplies refuse bags and sanitiser), maintain health and safety compliance under the OHS Act, carry at least R3 million public liability insurance after award, and submit monthly operational reports and EPWP reporting. Hazardous, medical and bulky waste are excluded unless specifically instructed.
Bidders are evaluated on functionality (company experience in waste management, at least three positive client references using the prescribed questionnaire, and vehicles with a minimum of two 2-ton trucks or LDV bakkies with trailers), with a minimum score of 68 out of 85 required to remain responsive. Responsive bids are then evaluated on price and preference points, using the 80/20 or 90/10 system, which includes B-BBEE status and locality within Mossel Bay, the Garden Route District or the Western Cape. Pricing must be fully inclusive of VAT and all costs, with firm prices and annual escalations for years two and three. Tender documents cost R280 per set or can be downloaded free of charge from the municipal website. Bids must be submitted in a sealed envelope to the tender box at the Mossel Bay Town Hall, 101 Marsh Street, by 12:00 on 27 November 2026, with a validity period of 120 days. Bidders must be registered on the Central Supplier Database and provide a valid SARS Tax Compliance Status PIN and a Letter of Good Standing from the Compensation Commissioner.
Waste collection and cleaning companies with experience in refuse removal, particularly in informal or hard-to-access areas, and with the ability to run multiple field teams. Businesses should own or have secure access to at least two 2-ton trucks or LDV bakkies with trailers and have the capacity to employ and supervise around 15 workers per zone. Small and medium enterprises, EMEs and QSEs with strong B-BBEE credentials and local Mossel Bay or Garden Route addresses may benefit from preference points, and suitable joint ventures can also apply. Companies with EPWP experience or reliable local labour recruitment capability are well placed to compete. Businesses without waste management experience, suitable vehicles, or the ability to meet the 68/85 functionality threshold should consider whether they can form a joint venture with a qualified partner before bidding.
