Detailed Description

Eskom Holdings SOC Ltd has invited tenders for the provision of maintenance of the Security Surveillance and Access Control System at Kriel Power Station for a period of five years. The contract forms part of Eskom's Security Improvement Plan, which was prompted by a rise in crime-related incidents at its sites. It covers the Integrated Access Control System (IACS), including CCTV surveillance, access control, turnstiles, sliding and boom gates, readers, alarm systems, DVRs, UPS units, time and attendance software, and the associated servers and databases. The system must be available at least 95% of the time, and the successful contractor must respond to call-outs within 1.5 hours of notification. The work includes weekly and monthly preventative maintenance (such as camera cleaning, server backups, DVR checks, and door and reader testing), corrective repairs of all logged defects, annual refresher training for system users, and system administration including user management, audit reports and data integrity checks. Maintenance is priced on a rate-based price list covering normal working hours (07:00 to 16:15), overtime on weekdays and Saturdays, Sundays and public holidays, and call-outs. The price list also includes a R5 million provisional sum for spares, released on the Service Manager's instruction, and a 3-person team of technician, assistant technician and system administrator. The contract is a NEC3 Term Service Contract (Option A, priced contract with price list), with a proposed start date of 1 April 2027.

The tender is evaluated in two stages. Mandatory technical gatekeeper requirements must be submitted at closing, including PSIRA registration as an installer, Geutebruck and Avigilon video surveillance OEM accreditation as an installer and maintainer, Softcon and Avigilon access control accreditation (including biometrics), and proof of a Work Skills Plan (WSP). Functionality is scored out of 100 with a minimum threshold of 70%, based on company experience (30%), staff experience (30%), a field service report (20%) and a quality control plan (20%). Successful bidders are then ranked on an 80/20 price and preference system. Quality requirements follow Eskom's Supplier Quality Management Specification (Category 3), requiring a Form A declaration, an ISO 9001-aligned quality management system, a draft contract quality plan, and a quality control plan or inspection and test plan. Health and safety requirements are strict and include compliance with the Occupational Health and Safety Act, site-specific SHEQ procedures, vehicle and passenger transport rules, and PPE. Bidders must also meet Eskom's socio-economic development requirements, including a B-BBEE improvement plan, a target of 100% local procurement content, the training of C&I artisans, and a corporate social investment contribution of 2% per invoice value. Non-compliance with these obligations can attract a penalty of 1.5% of contract value. A compulsory clarification meeting is scheduled for 2 November 2026 at 14h00 on MS Teams, followed by a compulsory site inspection. Tenders close on 23 November 2026 at 10h00 via the Eskom eTendering portal, and are valid for 128 days.

The contract offers a long-term, high-value opportunity for experienced security systems integrators with a proven track record in large industrial sites. Successful delivery will require a resident team on or near the Kriel site, able to respond quickly across a perimeter of more than ten kilometres, and to work under challenging conditions that include labour unrest, extreme summer heat, seasonal flooding and remote outlying areas without power. For Eskom, the expected benefits are improved system reliability, stronger perimeter and access security for people and assets, and reduced downtime and operating costs compared with managing several stand-alone systems. For the contractor, the five-year term provides predictable recurring revenue, and the work supports skills development and local employment. Bidders should review the full Invitation to Tender, NEC3 Term Service Contract, Service Information and quality and safety documents before submitting, and should confirm their OEM accreditations and PSIRA registration early, as these are pass/fail requirements.

Suitable Businesses

This tender is best suited to PSIRA-registered security systems installers and integrators with proven experience maintaining large-scale CCTV and access control systems, particularly in heavy industrial or energy environments. Bidders must hold OEM accreditation from Geutebruck and Avigilon (video and access control, including biometrics) and Softcon, and must be able to provide a Work Skills Plan. Companies should have a field service capability able to respond within 1.5 hours to the Kriel site, qualified technicians and system administrators, and experience with NEC3 contracts and Eskom quality and SHEQ requirements. Small and medium enterprises with strong B-BBEE credentials, and companies able to deliver local procurement content and artisan training, are well placed to compete. Joint ventures and consortia are permitted provided their agreements state joint and several liability. Businesses without the mandatory accreditations, or that intend to subcontract the entire scope of work, will be disqualified and should not apply.
