Detailed Description

Johannesburg Water SOC Ltd, the water utility of the City of Johannesburg, has issued Request for Quotation RFQJW149TN26 for the supply and delivery of microbiology reference materials to its laboratories. The requirement is divided into six categories: (1) bacterial cultures, comprising ten ATCC strains such as Escherichia coli, Pseudomonas aeruginosa, Klebsiella pneumoniae, Staphylococcus aureus, Enterococcus faecalis, Vibrio vulnificus, Vibrio parahaemolyticus and Legionella pneumophila, supplied as lyophilised discs or Kwik Stik format; (2) bacteriophage X174 (ATCC 13706-B1); (3) parasite suspensions of Ascaris lumbricoides, Cryptosporidium, Giardia lamblia, Trichuris trichiura and Strongyloides stercoralis; (4) Vibrio cholerae agglutinating sera for serotypes O1, O139, Inaba and Ogawa; (5) three certified reference materials (CRMs) for heterotrophic plate count, E. coli and total coliforms, supplied as 12 pellets each with applicable buffer solution; and (6) Vibrio cholerae non-O1 culture (ATCC 14730 / NCTC 4711). Every item must be supplied with a Certificate of Analysis (COA) and Material Safety Data Sheet (MSDS). Quoted quantities are as stated in the specification. A supplier may be awarded one or more categories, and the buyer has indicated that awards will be made per category.

Bidders must submit quotations on company letterhead, as a PDF only, through the National eTenders Portal (etenders.gov.za) using their CSD credentials. Mandatory requirements include a full completion of the pricing schedule (MBD 3.1), a minimum of two contactable reference letters or projects demonstrating successful supply of microbiological reference materials or cultures, and datasheets, proof of certification and proof of accreditation where applicable. Pricing must be firm, not subject to exchange-rate variation, inclusive of all applicable taxes and delivery costs to the prescribed destination, and valid for 60 days from the closing date. Failure to include all applicable taxes results in disqualification. Quotations are evaluated on an 80/20 system, with 80 points for price and 20 points for specific goals under PPPFA 2022, where SMMEs (EMEs or QSEs) that are at least 51% black-owned can claim points. Compulsory administrative documents include a valid original Tax Clearance Certificate or SARS PIN, a valid B-BBEE certificate or compliant sworn affidavit, municipal rates and taxes clearance, MBD 4, MBD 6.1, MBD 8, MBD 9, proof of CSD registration, and company registration documents with directors' ID copies. Suppliers in the service of the state and blacklisted entities are excluded.

The opportunity offers laboratory suppliers, scientific distributors and manufacturers of microbiological reference materials a clear route into public-sector water quality testing. Businesses that can source accredited, traceable ATCC-equivalent cultures and CRMs, and that can meet the documentation and delivery requirements, are well placed to compete. Because awards are made per category, suppliers with a narrower specialisation, such as parasite suspensions or Vibrio antisera, may bid for only the categories they can fulfil. The closing date is 30 October 2026 at 16:00, and late quotations will not be accepted. Clarification queries can be directed to Johannesburg Water Supply Chain Management (Tlangelani Nkuna, tlangelani.nkuna@jwater.co.za) or the end-user department (Nondalo Shandu).

Suitable Businesses

Suppliers and distributors of microbiological reference materials, cultures, antisera and certified reference materials, particularly those with accredited or traceable product lines and the ability to supply COA and MSDS documentation. Laboratory supply companies that can cover one or more of the six categories will be most relevant. Bidders should be CSD-registered, hold a valid tax clearance and B-BBEE status, and have at least two referenceable supply projects. Black-owned SMMEs, EMEs and QSEs may benefit from the 20-point specific goals allocation. Businesses that do not supply laboratory reference materials, and entities in the service of the state, should not apply.
