Detailed Description

The KwaZulu-Natal Department of Economic Development, Tourism and Environmental Affairs (EDTEA) is seeking a suitably qualified electronic security service provider to supply, install, upgrade, repair, service and maintain its CCTV and access control systems for a 36-month period. The scope covers nine sites: Head Office and Cascades Office in Pietermaritzburg, the Office of the MEC (181/187 Hoosen Haffejee Street), the Tourism Office, the Cedara Office, and the Zululand, uMzinyathi, uThukela and Amajuba district offices. Requirements include biometric and card readers, face recognition access control, network and NVR/DVR recording equipment, UPS units, boom gates and gate motors, maglocks, glass-break sensors and walk-through metal detectors. The first six months are dedicated to installation, restoration and repair so that all systems are fully operational, followed by ongoing maintenance. The Terms of Reference also require monthly servicing, software updates, system backups, preventative maintenance and monthly maintenance reports. Urgent call-outs must be attended to, with a technician available on a 24-hour basis, including weekends and public holidays, and spare parts sourced within 24 hours. Equipment installed must be compatible with existing systems, and standardised across all EDTEA offices. Consumables such as cables, connectors and mounting hardware form part of the maintenance contract. Systems remain the property of the department at the end of the contract. Providers must also deliver skills transfer and training for departmental staff.

Bidders must meet mandatory administrative requirements before their proposals are evaluated. These include CSD registration, a completed SBD 4 declaration, company PSIRA registration, a valid PSIRA certificate for each technician, a technical certificate in electronic security, provident fund or private security compliance documentation, and public liability cover of R3 million. Compulsory briefing sessions were held at each office from 2 to 10 November 2026, and attendance certificates must be submitted. Bids are evaluated on functionality first, with a minimum threshold of 60%. Functionality criteria cover methodology and approach (20 points), company experience supported by three to five recent client reference letters (20 points), a site takeover plan (15 points), key expert qualifications and experience, including an operations manager and two technicians (30 points), and logistics, equipment and infrastructure such as a control room and company vehicles (15 points). Bids that pass are then scored on price and preference points under the 80/20 system, with points available for HDI, women, disabled, youth and geographic location goals. The department may negotiate price with the recommended bidder. The Terms of Reference describe the timelines and warranty arrangements in more than one way, so bidders should confirm the exact maintenance period in the bid documents. The closing date is 25 November 2026 at 11:00.

For the successful provider, the contract offers a substantial multi-site, three-year engagement with a government department that has a clear, standardised security requirement. It also offers a chance to build a sustained service relationship across KwaZulu-Natal, including regional districts. For the department, the appointment should improve security across its premises, support business continuity and protect staff, clients, information and assets. Interested bidders should review the full bid document, plan carefully for the compulsory briefing and documentation requirements, and prepare strong technical proposals and reference letters, as functionality scoring is a major factor in the outcome.

Suitable Businesses

This tender suits registered electronic security companies with PSIRA registration and proven experience installing and maintaining CCTV and access control systems, particularly for government or large multi-site clients. Applicants should have qualified technicians with electronics or security certifications, an operations manager, a Pietermaritzburg-area office or control room and company vehicles, and the ability to respond to call-outs within 24 hours. Businesses must also be able to provide three to five recent reference letters, R3 million public liability cover and CSD and tax compliance. Those with 100% HDI, women-owned, youth-owned, disability-owned or locally based ownership may also benefit from preference points. General security guarding companies or IT firms without specialist CCTV and access control capability should not apply unless they can partner with a qualified installer, which the bid documents permit under joint venture or subcontracting arrangements.
