Quantity surveying services for repairs and renovations of a court building in Oudtshoorn, Western Cape, covering estimates, bills of quantities, tender evaluation and contract administration. Requires a registered QS practice with at least R1.5m professional indemnity cover. Closes 16 November 2026.
The Department of Public Works and Infrastructure is seeking a professional quantity surveying consultant for the comprehensive repairs and renovations of the Oudtshoorn Magistrate's Office, a two-storey building housing offices, courtrooms, holding cells, cash halls, ablution and kitchen facilities, and storage areas. The building is occupied by the Department of Justice and Constitutional Development, and the works must be managed so that court operations remain functional throughout construction. The appointed quantity surveyor will work within a professional team that includes architects, structural, civil, electrical and mechanical engineers, and health and safety agents, with the architect acting as principal agent.
The scope of the quantity surveying services covers full services under the 2015 Guideline Tariff of Professional Fees and the Manual for Consultant Quantity Surveyors (QS 001). This includes preparing cost estimates and bills of quantities for all works, including electrical and mechanical engineering elements; evaluating tenders and compiling tender reports; determining interim progress payments; administering the building contract; submitting monthly contract status and financial reports; and preparing the final account within 60 working days of practical completion. The anticipated works include structural crack and damp repairs, roof and waterproofing renewal, electrical installation and LED lighting upgrades, HVAC and fire protection systems, lift replacement, holding cell reconfiguration, access control, stormwater and sewer upgrades, and fencing and perimeter lighting. The project also includes EPWP labour-intensive reporting requirements, Contract Skills Development Goal obligations, and the use of local materials where feasible. Services are based on a percentage of normal fees on a value basis, with time-based fees for additional services.
To be eligible, tenderers must be a quantity surveying business or multidisciplinary practice under the full-time supervision of a registered professional quantity surveyor, with registration documents for all key persons and principals included. Tenderers must hold professional indemnity insurance of at least R1.5 million, attend the compulsory tender clarification meeting on 5 November 2026 at Customs House Building, Cape Town, and submit a fully completed DPW-09 projects schedule. Preference points under the Preferential Procurement Regulations 2022 apply, with an 80/20 or 90/10 system depending on the final tender value, and points are awarded for ownership by black people, women, youth and persons with disabilities, and for location within the Oudtshoorn area. The tender closes on 16 November 2026 at 11:00 and remains valid for 84 days.
This tender is best suited to registered quantity surveying practices, or multidisciplinary firms with a quantity surveying division, that are under the full-time supervision of a registered professional quantity surveyor. Businesses should have experience with government building projects, familiarity with the CIDB Standard Professional Services Contract and the 2015 Guideline Tariff of Professional Fees, and the capacity to coordinate with a professional team and to meet EPWP and skills development reporting obligations. Small, medium and micro enterprises, and firms that are majority-owned by black people, women, youth or persons with disabilities, may benefit from preference points. Firms based in or with a presence in the Oudtshoorn or Western Cape area may also gain location points. Businesses without current professional indemnity cover of at least R1.5 million, or without registered principals, should not apply.
