Overview

Summary

Five-year contract for admission gate management, visitor entry control, and revenue collection at Table Mountain and West Coast National Parks. Requires staffing, cash handling, POS and reconciliation services, a minimum 65/100 functionality score, and bids closing 24 November 2026.

Detailed Description

South African National Parks (SANParks) has invited bids for the provision of gate management services for five years across two national parks in the Western Cape: Table Mountain National Park (TMNP), covering the Cape Point Gate and the Boulders Main and Beach Gates, and West Coast National Park (WCNP), covering the Langebaan and R27 gates. The appointed service provider will manage daily visitor admission, including entries and exits, verification of permits and credentials, and the collection and banking of conservation and entrance fees. Duties also include processing card and POS payments, managing cash floats, reconciling end-of-day takings, operating access control and CCTV systems, locking and unlocking gates and booms, and maintaining statutory registers such as seal, key, and daily income records. Gates must operate 365 days a year, including leap years, with set opening hours and staffing levels that vary by season and site. Peak periods, including the December to January festive season and Easter, require additional staff.

The contract requires a substantial staffing and operational commitment. For TMNP, the service provider must supply supervisors, admission officers, an auditor for end-of-day reconciliation, and an operations manager. For WCNP, the requirement includes an operations manager, a team supervisor, and nine admission officers. Staff must meet defined qualification standards, hold SAPS clearance certificates, and wear uniforms. The provider must also supply its own laptops, printers, cell phones, and consumables, and must have an office in Cape Town at award. The WCNP bidder must establish an office within the Saldanha Bay Municipality within six months of award. Bids are scored in three phases: mandatory compliance, functionality (minimum 65 out of 100, covering experience, staff qualifications, capacity, and contingency planning), and price with B-BBEE preference. Bidders may apply for one or both parks. Compulsory clarification briefings are held at West Coast National Park on 9 November 2026 and at Cape Point Gate on 10 November 2026. Bids must be submitted on official forms to the Tokai tender box by 11:00 on 24 November 2026, and late or emailed submissions are not accepted.

This opportunity offers a stable, long-term revenue stream with a public entity and an opportunity to build a track record in public-sector access control and financial administration. Successful bidders will gain experience in high-volume, cash-intensive operations within protected areas, and the contract's five-year term supports workforce planning and investment in systems. Prospective bidders should note that the bid overview section of the document refers to a three-year term, while the contract period section specifies five years, so clarification through the designated contact persons is advisable.

Suitable Businesses

Security, access control, and facilities management companies, as well as hospitality and visitor services providers with experience in gate or admission management, POS and cash handling, and financial reconciliation. Bidders should be CSD-registered, tax-compliant, and hold a valid B-BBEE certificate or affidavit to claim preference points. Companies must have or be able to establish an office in Cape Town, and WCNP bidders must set up an office in Saldanha Bay within six months of award. Businesses must be able to recruit and manage a large, qualified team, provide reference letters from contracts within the past six years (preferably public sector), and demonstrate operational capacity and a contingency plan. Small businesses may be suitable if they can meet these requirements, either alone or through a compliant joint venture or consortium.
