Overview

Summary

Appointment of qualified SCM professionals on an as-and-when-required basis for six months to support the National Lotteries Commission's procurement and compliance functions. Roles span project leads, sourcing specialists, buyers, compliance staff and bid committee members, based at the NLC Head Office in Hatfield, Pretoria.

Detailed Description

The National Lotteries Commission (NLC), a public entity established under the Lotteries Act No. 57 of 1997, is seeking proposals from experienced service providers to supply suitably qualified Supply Chain Management (SCM) resources on an as-and-when-required basis for a period of six months. The NLC is revitalising its operations and has experienced rising procurement demand, a backlog of procurement events against its Annual Procurement Plan, high staff attrition, manual SCM processes, and bid committee processes that need strengthening. This request (RFQ2026-010-025) is intended to provide an interim model that augments the internal procurement team, improves turnaround times, and ensures compliance with the NLC SCM Policy, Public Finance Management Act requirements, and National Treasury prescripts.

The successful service provider will work collaboratively with the current SCM team to facilitate end-to-end procurement and contracting, manage the procurement demand plan, and support strategic sourcing, including the setting up of panels and term contracts. Scope includes demand management, procurement strategy, tender processes from specification through to contracting and implementation, supplier performance monitoring, governance and risk support, bid committee administration, BBBEE and enterprise and supplier development support, and SCM compliance reviews. Resources are to be based at the NLC Head Office in Hatfield Gardens, Pretoria, and must be available for short-term deployment to NLC locations nationwide. The NLC requires the following roles, which are not limited to those listed: a Project Leader/Director/Manager (minimum 8 years public sector SCM experience and an NQF Level 7 SCM-related qualification, with CIPS or equivalent accreditation); a Strategic Sourcing Specialist (minimum 5 years public sector SCM experience); a Senior Buyer (minimum 5 years public sector sourcing experience); a Buyer (minimum 3 years public sector sourcing experience, handling RFQs between R2 000 and R1 000 000); an SCM Compliance Specialist; an SCM Administrator (minimum 3 years administrative experience in procurement); and independent bid committee members and chairpersons drawn from a database of specialists.

The NLC expects the appointed provider to deliver improved operational efficiency and reduced turnaround times, cost savings on goods and services, access to highly skilled procurement experts, flexible and scalable capacity, defined KPIs for process productivity and quality, and full compliance with legislative and governance requirements. Pricing is evaluated on hourly rates (VAT excluded and included) with rates to be firm for the contract duration; travel and accommodation are reimbursed only where the NLC requests work at another location. Bids are evaluated on an 80/20 price and specific goals basis, with mandatory requirements, technical evaluation covering company experience, public sector reference letters, project lead experience, methodology, and deployment readiness (resources to be deployed within specified timeframes of request). Bidders must be registered on the Central Supplier Database, be tax compliant, submit a valid B-BBEE certificate or sworn affidavit, and submit bids electronically via e-Tender by 30 October 2026 at 11:00. Note that the tender documents reference both 70 and 75 as the minimum qualifying score, so bidders should seek clarification via penelope@nlcsa.org.za before the closing date. The bid validity period is 120 days.

Suitable Businesses

Consulting firms and specialist procurement advisory businesses with proven public sector SCM experience; recruitment and staffing firms able to supply qualified SCM professionals (Project Leads with CIPS or equivalent accreditation and NQF Level 7 qualifications, Strategic Sourcing Specialists, Senior Buyers, Buyers, Compliance Specialists and Administrators); and providers with a database of independent bid committee specialists. Bidders must be CSD registered, tax compliant, able to provide public sector reference letters from the last five years, and able to deploy resources quickly. Small, medium and black-owned, women-owned, youth-owned or disability-owned enterprises may benefit from the 80/20 preference points system if they can provide valid supporting documentation. Businesses without the required public sector SCM experience or those unable to deliver resources at short notice are unlikely to be competitive.
