Appointment of an accredited service provider to maintain and provide a secure, cost-effective VoIP telephone solution across all DITSONG Museums of South Africa sites for 36 months. Original tax clearance and CSD/PIN details are required. Bids close 26 November 2026 at 11:00.
DITSONG: Museums of South Africa (DMSA) is inviting bids from accredited service providers to maintain and provide a secure, cost-effective Voice over Internet Protocol (VoIP) telephone solution covering all DMSA sites. The contract runs for three years (36 months). The requirement is for a managed telephony service that keeps the museums' communication infrastructure running reliably, securely and at a controlled cost. The full scope of work, technical specifications and service levels are set out in the VoIP tender document (reference DMSA 03-2026/27), which should be reviewed in full before bidding.
Bidders must comply with the standard National Treasury bidding framework. Key requirements include submitting an original, valid Tax Clearance Certificate with the bid, since certified copies are not accepted, or a valid Tax Compliance Status PIN and Central Supplier Database (CSD) number. Each party in a consortium, joint venture or subcontracting arrangement must submit its own tax and CSD documentation. Bids must be on the official forms (SBD 1 to SBD 7), and prices must be firm, inclusive of all applicable taxes and delivery costs. Declarations of interest are mandatory, and no bids will be considered from persons in the service of the state or companies with state-employed directors. The successful bidder will be required to sign a written contract (SBD 7), provide performance security within 30 days of award as specified in the Special Conditions of Contract, and accept the National Treasury General Conditions of Contract, which cover delivery, warranties, penalties, termination, and payment within 30 days of invoice.
Evaluation follows the Preferential Procurement Policy Framework Act. Points are awarded for price and for specific goals, including black ownership, women ownership, youth ownership, disability ownership, and Exempt Micro Enterprise or Qualifying Small Enterprise status, as verified by supporting documentation. Bidders should confirm which preference point system (80/20 or 90/10) applies, as the tender form allows for either to be determined once bids are received. Bids must be delivered to the bid box at DITSONG Head Office, Ground Floor reception, 70 WF Nkomo Street, Pretoria, by 11:00 on 26 November 2026. Late bids will not be accepted. Technical enquiries may be directed to Mr Ntsako Thwala or Mr Dannies Magoma at (012) 492 5744 or tender@ditsong.org.za.
Telecommunications and ICT service providers with proven VoIP and managed telephony experience, particularly those holding the accreditation required by the tender and able to support multiple sites across Gauteng and beyond. Businesses with the capacity to deliver a secure, long-term (36-month) managed service should consider applying. Black-owned, women-owned, youth-owned, disability-owned, EME and QSE enterprises may benefit from specific-goal preference points if they can provide the required proof. Bidders must be tax compliant (original TCC or valid PIN), CSD-registered, and free of any state-employee or conflict-of-interest issues. Before bidding, businesses should review the full VoIP tender document to confirm the accreditation criteria and technical requirements, and to determine whether a consortium or subcontracting arrangement is needed to meet the scope.
