Open Closing: 9 Dec 2026 at 11:00 Published: 30 Oct 2026

Overview

Summary

SANSA is appointing five civil works contractors to a five-year panel for as-and-when construction projects at its nationwide sites, including antenna foundations, roads and equipment buildings at Hartebeeshoek (Gauteng) and Matjiesfontein (Western Cape). Bidders must hold a CIDB grading of 7CE or above and provide a R5 million public liability cover, and attendance at a compulsory briefing on 17 November 2026 is required.

Detailed Description

The South African National Space Agency (SANSA), a PFMA Schedule 3A public entity, is inviting bids for the appointment of five civil works contractors on a panel basis for a period of five years. Panel members will be engaged on an as-and-when needed, rotational basis, ranked from the highest to the lowest scoring bidder after price and specific goals evaluation. The panel will service SANSA sites nationwide, including the Space Operations site at Hartebeeshoek (Gauteng), the Corporate Office and Earth Observation site in Pretoria, the Space Science site in Hermanus, the Matjiesfontein site, and the Houwteq campus in Grabouw (Western Cape). The tender is structured around two reference scenarios: Scenario A, covering the antenna foundation, roads and equipment building at Hartebeeshoek, and Scenario B, covering the equivalent works at Matjiesfontein. Works are documented through a Bill of Quantities and a register of drawings for the Cormoran HBX antenna and control room, including earthworks, foundation and slab reinforcement, and column and roof details. Contractors must price all BOQ items, and the contract is based on the JBCC Series 2000 Principal Building Agreement.

Eligibility requires a CSD registration with a tax-compliant status, a valid CIDB grading of 7CE or above, a letter of good standing from the Department of Labour or COIDA/FEM Insurance, public liability cover of at least R5 million, a SHEQ management plan, and a valid ISO 45001:2018, ISO 9001:2015 or ISO 14001:2015 certificate depending on risk. Bidders must attend the compulsory site briefing at SANSA Space Operations, Hartebeeshoek, on 17 November 2026 at 10:00, wearing safety boots and a reflective vest. Bids are evaluated on an 80/20 price and preference basis, with a minimum of 85 functionality points out of 100 required. Functionality criteria include the service approach, bank rating, method statement and SHEQ plan, at least three to five reference letters for bulk concrete projects of R9 million and above in the last ten years, key personnel CVs (contracts manager, site agent, health and safety officer, environmental control officer), an SMME plan, and a site inspection. Specific goals offer up to 20 points for black ownership, black women ownership and black youth ownership, and subcontracting of 15% to EMEs and QSEs applies where the project value reaches R20 million. Bids close on 9 December 2026 at 11:00 and must be submitted electronically via the National Treasury eTender portal.

The panel offers a valuable multi-year pipeline of government civil works across several provinces, with the opportunity to build a sustained relationship with a national public entity. Successful contractors benefit from a rotational allocation of projects over five years, which supports planning and resource deployment. Early preparation is essential, as the bid requires substantial documentation, verifiable references, and professional personnel, and missing any mandatory document on the closing date results in automatic disqualification.

Suitable Businesses

Registered civil engineering and building contractors holding a CIDB grading of 7CE or above, with experience in bulk concrete works (foundations, roads, large structures) for public or state-owned clients. Suitable for established firms able to meet the R5 million public liability requirement, ISO and SHEQ standards, and the reference letter and key personnel criteria. Black-owned, black women-owned and youth-owned firms may benefit from the specific goals points, and EMEs and QSEs can position themselves as subcontractors on larger projects. Joint ventures may apply, provided each partner submits its own compliance documents and CIDB JV calculator.
