Overview

Summary

Eskom is seeking a CIDB 4GB-or-higher contractor to remove damaged sheeting and cladding and fully sheet the Unit 3 boiler house at Duvha Power Station over six months. Bidders need certified rope access technicians, a 70% technical threshold, and a 100% local content commitment for steel cladding.

Detailed Description

Eskom Holdings SOC Ltd has issued an open tender (reference E3717GXMPDUV, closing 30 November 2026) for the replacement of sheeting and cladding on the Unit 3 boiler house at Duvha Power Station, near Emalahleni in Mpumalanga. The unit was damaged by an explosion in 2014. Demolition work later removed part of the sheeting and side cladding, leaving open sections that the station now needs to close. The works are to be carried out under an NEC3 Engineering and Construction Short Contract (ECSC3) with a stated duration of six months. The draft contract shows a starting date of 3 May 2027 and a completion date of 29 October 2027, so bidders should confirm the programme with the Eskom Representative during the clarification process.

The scope includes dismantling and removing damaged cladding, supplying and installing new side steel cladding and roof sheeting to fully enclose the boiler house, and repairing rusted sheeting support structures. Indicative quantities in the price list are about 187 m² of dismantling, 348 m² of roof sheeting, 1,964 m² of cladding, and 276 m² of fibreglass side sheeting, plus louvres to match the existing ones, fasteners, flashings, and corrosion protection. Work is to comply with SANS 10237 and must use rope access, lifelines and scaffolding. Mandatory requirements include valid rope access certificates (levels 1 to 3) for technicians with at least five years of relevant experience in roof sheeting installation, a Health and Safety Plan and costed OHS plan, a Baseline Risk Assessment, an ISO 14001-aligned environmental policy, an Emergency Response Plan, and a COIDA letter of good standing. Technical bids are scored on company experience (three completion certificates for similar work in the last ten years), a detailed execution method statement, and the CVs of the project manager and site agent. A weighted score of at least 70% is required to pass technical evaluation.

Commercially, the tender uses the 80/20 preference point system, with 80 points for price and 20 for B-BBEE specific goals. Steel cladding is a designated product with a 100% local content threshold, so a SBD 6.2 declaration and Annexure C are required. Bidders must subcontract at least 5% of the contract value to qualifying EMEs or QSEs, and Eskom retains 2% of each invoice as security for SDL&I obligations. Eskom also requires a quality management system, a contract quality plan and an inspection and test plan, a signed integrity declaration, and CSD registration before award. Payment is normally made within 30 days for contracts below R50 million and within 60 days for contracts above that amount, including VAT. Successful bidders gain a substantial, six-month industrial civil and structural contract with a major state-owned utility, with work on a live, high-consequence power station site.

Suitable Businesses

Civil, structural and industrial cladding contractors holding a CIDB grading of 4GB or higher, particularly those with rope access and working-at-heights capability and experience with roof and wall sheeting on large industrial structures. Joint ventures are eligible if every member is CIDB-registered and the combined grading meets the requirement. Subcontractors specialising in rope access, scaffolding or steel cladding supply, and EMEs or QSEs (especially black-owned or designated-group enterprises) can also benefit through the 5% subcontracting requirement. Businesses without an ISO 9001-aligned quality system, the required OHS and environmental documentation, or CSD registration should prepare these before submitting.
