Open Closing: 14 Jan 2027 at 11:00 Published: 30 Oct 2026

Overview

Summary

Four-year framework contract for civil maintenance and related works across Central Operations water management areas (8, 9, 10, 13, 14), including pipelines, dams, canals, pump stations and bridges. Open only to contractors registered with CIDB at grading 8CE or higher.

Detailed Description

The Department of Water and Sanitation (DWS) is seeking to appoint multiple framework contractors for civil maintenance and other related works within its Central Operations region, covering Water Management Areas 8, 9, 10, 13 and 14. The four-year framework is intended to support the Strategic Infrastructure Asset Management unit in clearing a backlog of civil maintenance in departmental infrastructure. Appointed contractors will not be guaranteed any work; instead, they will compete for individual work packages issued during the contract period through Requests for Quotation, with allocation based on price and functionality (methodology). Contractors will be evaluated on a 90/10 preference basis at the RFQ stage.

The scope of works is broad and covers the maintenance and rehabilitation of water resource infrastructure, including dams, pipelines, canals, pump stations, boreholes, storage tanks, water works, bridges and culverts, as well as roads, toe drains, septic tanks, concrete reservoirs, gabions, paving and kerbing, fencing, and measuring structures. Vegetation work such as grass and tree cutting and alien vegetation clearing is included, along with dewatering and desilting, dayworks, and shooting range facilities. Related works may include geotechnical investigations, minor designs, seepage analysis, geophysical and topographical surveys, bathymetric surveys, monitoring and instrumentation, eddy current pipeline surveys, diving and camera pipe inspections, and drone surveys. Any design work must be carried out using Professional Service Providers already appointed on the departmental panel.

Eligibility is strict. Bidders must hold an active CIDB contractor grading of 8CE or higher (joint ventures are permitted subject to combined grading), be registered on the Central Supplier Database, be tax compliant, and provide a valid COIDA letter of good standing. A compulsory briefing session is held at the Vaal Dam area office, Deneysville, on 26 November 2026 at 10:00, and attendance is mandatory. Evaluation is in phases: mandatory requirements (including qualified key personnel such as ECSA-registered engineers, SACPCMP-registered project managers and construction managers, and a completed contract of at least R30 million as main contractor), a quality phase with a minimum score of 70/100 (covering key personnel, quality management, previous experience and plant and equipment), and administrative compliance. Financial turnover of at least R65 million over the two preceding years is also required. No pricing is submitted at the framework stage. Bids close on 14 January 2027 at 11:00, and the tender documents are available free of charge from the DWS website and the National Treasury eTender portal.

Suitable Businesses

Established civil and construction contractors holding a CIDB grading of 8CE or higher (or joint ventures whose combined grading meets this level), with demonstrable experience in civil maintenance on water infrastructure such as dams, pipelines, pump stations, canals and bridges. Applicants should have a minimum R30 million completed main-contract reference, R65 million annual turnover over two years, qualified ECSA and SACPCMP personnel, and owned or accessible plant and equipment (TLBs, excavators, graders, tippers, compactors, cranes). Businesses based in or operating near the Central Operations region (Water Management Areas 8, 9, 10, 13 and 14) are particularly well placed. Smaller firms may partner in a joint venture or subcontract to meet the eligibility thresholds.
